Context Matters!!! Economic Policy Political – Election ‘08

Economic In general, economy is doing well. Unemployment rate is relatively low at 4.5%. (April 2007) Federal deficit is declining (according to CBO). Source: Congressional Budget Office.

Economic Democratic leadership wants to make an impact.  Competing budget pressures:  Domestic agenda  Mandatory vs. Discretionary spending  International presence Reinstituted PAYGO rules Eliminated earmarks

The World is Flat Phenomenon Globalization Competition  1994 – STWOA  1996 – IBM/Governors Summit on Education  Goals National Skill Standards Board  No Child Left Behind  e3 and High Growth Initiative

Policy Postsecondary in focus Secretary’s Summit on Higher Education  Aligning K-12 and higher education expectations;  Increasing need-based aid for access and success;  Using accreditation to support and emphasize student learning outcomes;  Serving adults and other non-traditional students;  And enhancing affordability, decreasing costs, and promoting productivity.

Policy – Postsecondary focus (cont.)  Community colleges still enjoy limelight  New Deputy Assistant Secretary at OVAE  Virtual Summit in June 2007  OVAE commissioned papers and symposium  Student loan companies under fire  Accreditation of postsecondary institutions to include measure of student success

Policy NCLB – increased focus on high schools. Graduation rates – both secondary and postsecondary. Transition between learner levels. Accountability. Clearly education is still a top domestic priority.

2008 Election Election politics is in full swing. What does the slate of candidates look like:  8 Democrats running  Another 2 D’s considering running  11 Republicans  Additional 4 R’s considering running

2008 Election Many changes in primary schedule First caucus January 14 (IA) First primary January 22 (NH) Super Tuesday is February 5, 2008 – 15 primaries; 6 states considering changing primary to this date

2008 Election Funded by:  Gates and Broad Foundations  Rockefeller Philanthropy Advisors $60 million to spend in 18 months “Our goal is to ensure that the nation engages in a rigorous debate and to make education a top priority in the 2008 presidential election.”

2008 Election “We want a serious nationwide debate on education reform where every presidential candidate addresses three priorities that hold great promise for improving education:  Agreeing on American education standards  Providing effective teachers in every classroom  Giving students more time and support for learning. “

Highlights of Perkins IV

Spirit of the New Law Leading CTE into the 21 st century  Global competition  Program improvement  Ensuring modern, durable and rigorous CTE programs

Purposes of the Act Develop challenging academic and technical standards and related challenging, integrated instruction

Purposes of the Act Promote partnerships (education, workforce boards, business, industry, etc.)

What is CTE? Change in definition to eliminate the focus on sub-baccalaureate careers (does not impact $) Emphasis on preparation for postsecondary education and employment Preparation not on ‘job’ preparation but on ‘academic and technical’ preparation Increased emphasis on achievement of a degree, certificate or credential

What’s New Programs of Study (aka career clusters or career pathways) Focus on high skill, high wage, high demand and relate to regional economy

A Focus on Transition Increase transition from 2 to 4 year college Focus on articulation 

Connecting the Dots

Increased Accountability New accountability provisions are a reminder that:  Funds are not an entitlement  Use of funds must be flexible and responsive to the accountability data that is collected

Increased Accountability  Separate secondary and postsecondary measures  New tech prep indicators  Performance levels at state and local levels  Sanctions

Increased Accountability Data reported must be disaggregated by population groups as described in NCLB Achievement gaps must be identified and quantified

Consolidation or Coordination? States can choose to merge basic state grant and tech prep funding streams. Congress has an expectation that we will do a better job of communicating and working together within the CTE family regardless of funding streams.

Implementation

Implementation Timeline Transition plans due to feds on 5/7/07 Negotiate with feds on accountability indicators by 6/12/07 Transition plan goes into effect on 7/1/07

Will there be regulations? OVAE to OMB:  “The Secretary recently decided that she does not wish to regulate on the Perkins Act at this time. The Department will reassess the need for regulating on the Act later in the calendar year.” State plan guide released the same day indicates that regulations are likely.

State of states Transition plans rather than 5 year plan. Split of funds remains close to 60/40. Wide variation of ‘negotiation’ with locals. Cautious transition to programs of study.

State of states What is happening with Tech Prep? Increased use of reserve fund. Increased link to labor market demand. Innovations.

National Resources New NAVE - National Assessment of Career & Technical Education. Panel has been selected and held first meeting. New National Center competition underway
