Law No. 328/2000 for the construction of integrated system of assistance and social services, identifies objective is the promotion of measures to ensure the quality of life, equality, fairness and citizenship rights, prevention, elimination or reduction of disability of individual need and distress arising from inadequate income, difficulties and social conditions of autonomy is not consistent with the art. 2.3 and 38 of the Constitution

With the program approved by the DGR n.34/29 18/10/2010, on the basis of the findings that emerged from the trial, we want to achieve a consolidation and expansion of care facilities and social inclusion, aimed at homeless, in the territories in which the phenomenon is particularly present.

Addressed to: > strengthening the integration between local governments and volunteer organizations; > adopting methods of organization and coordination of interventions aimed at optimizing; > networking of agencies active in the territory; > Organisation of social inclusion programs and paths in life, through integration with other services in the area;

In other areas, which are prevalent forms of housing problems, the most effective response may come from the integration of regional policies to combat poverty and housing policies and the identification of micro structures or homes for temporary shelter for families.

The L.R.n. 23/2005, transposing the Framework Law No 328/2000 for the construction of the integrated system of assistance and social services, provides guidance, tools and methodologies for the "government"of the territory divided into areas. The development and the centrality of the territory is therefore the cornerstone of social reform.

Whose purpose, through a process of exploitation of resources in the various territories, is to foster the "development" of the entire area, focusing attention on the choices the quality of human life. Europeans see the addresses in the activation of integrated policies aimed at inclusion and social cohesion, a way to combat the spread of new situations of poverty and social disadvantage.
