19.  The Strategy sets a long-term vision for development of the integrated system of social services;  The coherent implementation of the Strategy will be carried out in three stages: - short-term (up to the end of budget year 2009); - medium-term (up to the end of year 2011); - long-term (after year 2011);  The Strategy is accompanied by an action plan that is reviewed annually and coordinated with the available financial resources.
