10  The mechanism of beneficiary referral from one level of services to another;  Individual and community needs assessment methodology;  Quality standards for all social services;  System of social service providers accreditation;  System of claims inspection and settlement;  Social service procurement procedures from accredited providers.

11  Consolidation of the community social assistants network;  Development of the professional supervision mechanism;  Ongoing professional training programme and strategy;  Mechanism for attestation of professional competences of the staff employed in social assistance system.

12  From the state budget : - funding, co-funding or subsidizing social service programmes; - funding of national programmes for social service development; - funding or co-funding of specialised institutions.  From the budgets of territorial - administrative units: - funding of social services created by local public authorities; - co-funding of social services provided by local public authorities in partnership with other providers; - subsidizing of social services provided by accredited NGOs.

14  Are targeted at preventing or limiting the difficulty situation, solving the problem at the initial stage maintaining the beneficiary in the family and in community;  Can be applied to all groups of beneficiaries and are provided at the level of each community;  Have a reduced cost per beneficiary.

15  Are for a limited number of beneficiaries;  Targeted at time-intense rehabilitation;  Can be provided at all administrative levels (community, raion, national);  More expensive than primary social services.

16  Are for a very limited number of beneficiaries with specific problems;  Require improvement of the existing services and development of new social services;  The unit cost is very high.

17  Community social services and specialised social services are developed based on needs assessment;  The existing financial resources well targeted;  The resources released as a result of the deinstitutionalisation process reallocated to community social services.

18  Not all the local public authorities will ensure an appropriate level of social services for people’s needs;  Divergences in the level of engagement and competence of local public authorities in the identification, prioritisation and allocation of funds for service development and settlement of social problems;  Transfer of resources from central to local level.

19  The Strategy sets a long-term vision for development of the integrated system of social services;  The coherent implementation of the Strategy will be carried out in three stages: - short-term (up to the end of budget year 2009); - medium-term (up to the end of year 2011); - long-term (after year 2011);  The Strategy is accompanied by an action plan that is reviewed annually and coordinated with the available financial resources.
