Presentation transcript:

Community Transport and Car Clubs John MacDonald Director for Scotland CTA UK

What is community transport “a wide range of transport solutions usually developed to cover a specifically identified transport need, typically run by the voluntary sector for the local community on a not for profit basis”.

Types of community transport  Voluntary car schemes  Group transport  Door to door/ Dial a Ride  Contracted services  Demand responsive  Wheels to work

Legislation  Passenger transport is highly regulated and community transport operators must understand their legal obligations  Minibuses invariably need permits and most services are restricted in who they can carry. Only S22 services can carry the general public  Some MPV and car services can also use a permit  Car schemes (where volunteers use their own car) can charge fares but are exempt from taxi and private hire legislation

Community transport  Non commercial  Non statutory  Based in voluntary sector  Tackles unmet transport needs  Local in nature
