OAMPS Insurance Brokers OAMPS Environmental Services Our Contribution to the National Emergency Response Initiative Grant Stillman Freight Week 2009

Today’s Discussion OAMPS’ involvement History of our participation Some of the facts OAMPS’ future objectives

OAMPS’ Involvement We are the largest Australian-owned insurance broker. We are a Wesfarmers company We have become successful through our commitment to the dangerous goods industry since the mid 1970s We are the dominant insurance provider and risk manager to the dangerous goods industry in Australia, the UK and Pacific Islands

OAMPS’ Involvement Today with our business partners we have developed a national concept to support an extremely volatile industry This involvement creates a major responsibility to compliment our insurance offering with cleanup management following an incident

OAMPS’ Involvement We also clearly understand our place in the process: OAMPS offer insurance protection OAMPS offer incident support and product information OAMPS help train and educate, and provide risk solutions Our aim is to provide comfort to both clients and the industry

History of our Participation From Day One we knew our involvement was going to be a challenge. In Victoria the following incidents were significant in our learning process: Esso depot fire, Shepparton Glass House tanker explosion Hallam Exit tanker rollover Coode Island

History of our Participation One incident – Yass, 1989 – created a new direction We found a voice of passion We supported the establishment of CROIERG

History of our Participation Our logistical mistake and the frustrations: We had State egos and confusion Response was spasmodic Training was ad hoc and not coordinated Compliance was almost voluntary Experienced information was limited to certain individuals Oil companies did their own thing

History of our Participation The day the light went on Placard phone number audit – 50 checked, 17 working A relationship with RECAR, now ISS First Response, developed Decision to start getting one thing right

History of our Participation In Summary We could provide insurance support and cover of $130 million With ISS and our business partners we have a national concept We have overcome the oil companies’ transfer of risk We could offer all areas of the industry a starting point

Some of the Facts Cost and Number of Incidents Average 3 incidents a week Australia-wide 5 years ago we had two incidents a year exceeding $500K Today we have 3-5 incidents exceeding $1M (one incident $24M)

Some of the Facts

Attendance Record since the engagement of ISS No failures anywhere in Australia Acceptable timeframes okay Cleanup demands now more reasonable

Some of the Facts Compliance – Emergency Response Responsibilities 40% of companies would fail 70% of subcontractors would fail 30% of subcontractors are not fully aware of their responsibilities

Some of the Facts The Issues – bottom line The industry must continue to gain respect Continue to show emergency services, the EPA and bureaucrats that we are there to help Show underwriters we can help minimise cleanup costs What about some Government reciprocation?

This is where we are: OAMPS clients are well protected E.P.A.State Authorities Greedy Non-compliant Oil Companies OAMPS TressCox Emergency Services NBTA ACAPMA CROIERG AFAC Lumley QBE ISS First Response OTEK Transpacific

OAMPS’ Future Objectives Continue to work with all parties on the national concept Work with NBTA, ACAPMA, CROIERG & AFAC making compliance and training easily accessible Continue to give the community and authorities confidence in the way dangerous goods are carried Continue to be the dominant provider of insurance protection and risk solutions to the industry segment

Thank You
