1. Efficiency Increase in Scientific and Educational Potential  Time period: 2010 – 2016  Expenditure increase for Research and Development; implementation of new types of scientific activity financing (project finance, grants), engagement of private financing for Research and Development.  Employee training in innovative field.

2. Development of Scientific, Technical and Innovative Infrastructure  Time period: 2010 – 2016  Participation of JINR innovative projects in competitions to receive financing from federal target programs of the Russian Federation and programs of the European Union.  Time period: 2010 – 2011  Commercialization of the deliverables of scientific research and experimental development; formation of network of small and medium innovative enterprises.  Time period:  Establishment of the Nanocenter “Dubna” together with the State Corporation “Rosnanotech” and other JINR partners. The center will comprise the Multi-access Center, the Center for Technology Transfer, and the Seed Venture Fund.  Time period:  Partnership with venture companies and funds, engineering and development firms. Financing of business projects throughout all stages of innovative cycle.

3. Development of the Regional Innovative Nanotechnological Cluster  Time period: 2010 – 2016  Completion of formation of full-scale plot of nuclear-physics and nanotechologies in the technological-and-innovative special economic zone.  Time period: 2011 – 2013  Establishment of a competitive complex of interrelated high-tech production in the field of nanotechnologies in the territory of Dubna and the region.  Time period: 2014 – 2015  Establishment of Venture Capital Center in Dubna

4. Effective Integration into a Global Innovative System  Time period: 2010 – 2011  Establishment and management of efficient operation of the International Innovative Nanotechnology Center of the CIS and EU countries in Dubna.  Involvement of Russian scientists living abroad, promotion of their participation in joint innovative projects, teaching activities.  Time period: 2013 – 2014  JINR participation in the delivery of several major projects in the field of nanotechnologies based on a long-term technological prognosis.  Time period: 2013  Patenting and protection of the rights of intellectual property in accordance with the international standards.

5. Formation of a New Innovative Culture  Time period: 2010 – 2016  Promotion of science and innovations, in particular by means of advertizing, with the involvement of public opinion leaders, distribution of a “success story”, etc.  Assistance in innovative PR promotion– “Science & Innovation Relations”.  Development of specialized studies in innovations at the “Dubna” University and the JINR University Center.  Participation in international exhibitions, conferences, forums in the field of innovations.
