Steevers in Cheyenne, Wyoming 1916: National Defense Act passed; 1 st Army JROTC unit in high schools 1964: Public Law directs military to establish Junior ROTC programs 1966: Air Force JROTC started in high schools 1972: First Air Force JROTC unit with females 1973: Public Law allows females to be counted toward Junior ROTC enrollment
