Different procedures applicable for Member States (ERDF regulations) and Partner Countries (Tacis regulations) in the field of: Contracting; Implementation and monitoring; Financial flows All procedures for Member States and partner countries stipulated in the same joint documents. Contracting, implementation/monitoring and financial issues – identical for all Programme stakeholders

Many Contracting Authorities - For (ERDF) beneficiaries (Intermediary Body – the relevant Voivodosips Office; - For Tacis beneficiaries Delegation of the European Commission to Ukraine One Contracting Authorithy For all beneficiaries (Polish, Ukrainian and Belarusian) The role of the Contrating Authorithy is assigned to the Joint Managing Authorithy – Ministry of Regional Development of Republic of Poland

Separate ERDF and TACIS budgets ERDF budget (37,8 million EUR) available only for Polish beneficiaries Tacis budget available for all Programme beneficiaries (Polish, Belarusian and Ukraine) One Programme budget (186,2 million EUR) available on equal basis for all Programme beneficiaries (Polish, Belarusian and Ukrainian)

The same „time constraints” for contracting, implementation and disbursement for ERDF projects For all projects: Contracting period till the end of 2013; Implementation period till the end of 2014; Disbursement period till the end of 2016

Projects, co-financed from ERDF only could be submitted continuously Call for Proposals with the exact deadline for TACIS projects (PRAG) Call for Proposals with the exact deadline for all projects (PRAG)

Different payments schemes for ERDF projects (reimbursement of the costs incurred) and for TACIS projects (advance payment(s) and forecast final payment) The same payments schemes applicable to all beneficiaries
