1 Office of Performance Assessments and Root Cause Analyses (PARCA) PARCA EVM Vision  Earned Value Management (EVM) is a management tool that is fully embraced by the DoD acquisition community.  Guiding Principles: –Increase the quality and utility of EVM data. –Increase the use of EVM across the acquisition chain. –Acquisition professionals have the necessary knowledge & skills to utilize EVM in their professions. –Reduce the administrative and economic burden of inefficient implementation of Earned Value Management Systems (EVMS). –Ensure constructive communication amongst the acquisition community to include industry and Government.

2 Office of Performance Assessments and Root Cause Analyses (PARCA) EVM Authorities Memo – 10 Aug 2011  Policy o Develop, publish, and maintain DoD policy and guidance on EVM. o Issue Resolution including represent the Department in resolving differences with other Federal agencies. o Communicate with industry on EVM policy.  Central Repository o Maintain Earned Value Central Repository (CR) for the Department. o CR data alignment with the AV framework. o EVM Plan / RFP Review. o Report to AT&L on EVM data quality & compliance.  Competency o Serve as EVM Functional Lead. o Support other OSD Defense Acquisition Workforce Improvement Act Functional Leads with EVM expertise to influence the competency requirements for Earned Value within their respective functional areas. o Coordinate with DAU to execute the responsibilities outlined in DoDI

3 Office of Performance Assessments and Root Cause Analyses (PARCA) Integrated Cost and Schedule Reporting  New DID to integrate IMS and CPR DIDs o Integrated Program Management Report (IPMR) o Same DID number as prior CPR  Benefits of IPMR approach o Consistent with the intent of the overall EVM integrated approach o Provides emphasis for integrated schedule and cost analysis on the status of program o Facilitates integration of schedule and cost for variance analysis and to forecast future performance Balance cost effectiveness with government usability

4 Office of Performance Assessments and Root Cause Analyses (PARCA) / Central Repository  CR Purpose o The purpose of the CR is to establish a source of authoritative Earned Value data and to provide timely access to OSD, the Services, and the DoD Components.  CR Initiatives: o Establish more comprehensive data validation. PARCA has developed a prototype Dashboard view to monitor data quality and is working with data owners on areas which need improvement. o EVM reporting compliance reviews. o CR data rendering for analyst use.

9 Office of Performance Assessments and Root Cause Analyses (PARCA) / EVM Competency Approach  PARCA has documented a baseline set of EVM competencies which DAU and others will use to provide training and experience against.  PARCA has just completed a curriculum review of DAU courses which teach EVM content to help assess if curriculum fully addresses DoD EVM competencies and DoD EVM policy.  EVM is not its own career field and does not unilaterally drive changes to curriculum or training requirements. o All recommendations from the course reviews will be presented to the appropriate Functional Area FIPT in order to impact any changes in curriculum.

10 Office of Performance Assessments and Root Cause Analyses (PARCA) Baseline EVM Competency Model  Baseline Competency Model developed with a role based approach tailored to DAWIA career fields. o Competencies are organized into categories derived from the 32 Guidelines then assigned to DAWIA career fields; each competency is then mapped to a functional role within a field and basic EVM tasks which support the role.
