Indexing Wage Thresholds Using the Employment Cost Index (ECI) The ECI is produced by the U.S. Department of Labor, Bureau of Labor Statistics It is a quarterly measure of changes in labor costs The Workforce Estimating Conference uses an ECI that includes wages and salaries, all civilian workers for all occupational groups 2nd Quarter 2012 ECI = 115.8; 2nd Quarter 2011 ECI = –Annual percent change = 1.7 percent –Last year’s change = 1.6 percent 1

Statewide Demand List Occupational Criteria Requires postsecondary adult vocational training or a community college credit certificate, applied technology diploma, associate of applied science or associate degree using revised occupational training codes ( Criteria: same) Has 150 projected annual openings and a growth rate above the average growth rate for all occupations (1.55 percent) or 360 projected annual openings with any positive growth ( Criteria: growth rate 1.62%; openings same) Has a mean wage of at least $13.29/hour and an entry wage of $10.80/hour to be eligible for an Individual Training Account ( Criteria: mean wage $13.07; entry wage $10.62) Requires a mean wage of at least $20.82/hour and entry wage of $13.29/hour for a High Skill/High Wage designation ( Criteria: mean wage $20.48; entry wage $13.07) 2

Statewide Demand List 87 occupations meet the occupational criteria (97 occupations met the criteria) 11 occupations were added to the list and 21 occupations on the list were dropped Primary reason for occupations being added to or dropped from the list: –Changes in projected growth rate for an occupation –Changes made to the occupation’s entry wage –Addition of occupations from the new 2010 Standard Occupational Classification manual 3

Statewide Demand List Jobs Requiring Bachelor’s and Master’s Degrees Jobs requiring a Bachelor’s degree –42 occupations meet the occupational criteria (38 occupations met the criteria) –10 occupations were added to the list and 6 occupations on the list were dropped Jobs requiring a Master’s degree and higher –27 occupations meet the occupational criteria (24 occupations met the criteria) –3 occupations were added to the list and no occupations on the list were dropped 4
