Defining a good governance assessment framework Public sector modernisation Shipra Narang Suri International Consultant, OGC Stakeholders’ Consultative Workshop Amman 6-8 July 2010

The global notion of Public Administration Reform   Can include process changes in areas such as organisational structures, decentralisation, personnel management, public finance, results-based management, regulatory reforms etc.   Can also refer to targeted reforms such as the revision of the civil service statute.  Usually deals with executive branch of the government

An expanding scope…   Increasingly seen as more than just modernising state institutions and reducing civil service costs.   Also about fostering dynamic partnerships with the civil society and the private sector, to improve the quality of service delivery, enhance social responsibilities and ensure the broad participation of citizens in decision- making and feedback on public service performance.

Possible focus areas of any public sector assessment  Policy-making and coordination  Organisational structures  Financial management  Human resource management  Communication and information systems  Leadership  Service delivery

International tools for public sector assessments  World Bank – Public expenditure tracking surveys  Inter-American Development Bank – Analytical framework for Institutional Assessment of Civil Service Systems  Transparency International – National Integrity Systems  OECD – Government at a glance  Bertelsmann Siftung – Management Index, Bertelsmann Reform Index

Common Assessment Framework (EIPA)   Leadership   Civil Service Reform   Public financial management   Policy-making   Service delivery

Country Governance Assessment (ADB)   Policy making   Civil service reform   Public financial management   Local governance

Public sector modernisation in the NDP   Reform and modernisation of the public sector   Key challenges – excessive centralisation, overlapping functions, poor coordination, under-developed information systems, poor financial management, low participation of people in decision-making   Goal – to build capacity to create an enabling environment for [investment, sustainable development], and response to crises
