Defense Science Board Considering selected recommendations like: All installations able to achieve Net-Zero energy status, i.e., they will produce as much energy as they consume by Beginning with the FY09 MILCON program, all new construction projects and all renovation projects exceeding 50% of replacement cost will achieve an energy efficiency performance of 50% better than the current ASHRAE 90.1 performance standard.
