Headline Findings How easy was it to get a picture of the case management arrangements in each jurisdiction to compare and contrast with others? not straightforward no agreed definition not a concept which is used in all jurisdictions different in each jurisdiction

Headline Findings 40+ jurisdictions huge variety product of unique national factors non-custodial = individual model custody = team model increasing complexity of systems increasing appetite for competition

Headline Findings The Focus Groups were based around exercises to enable people to share their own arrangements? Information grouped under 5 headings? people expectations resources and tools quality assurance and performance integration and continuity a huge agenda!

Headline Findings Tell me about people. So who are Europe’s case managers? thoughtful, dedicated, commited social workers, psychologists, pedagogues with additional on-the-job training three places with specialist qualification most work for the state the independent sector

Headline Findings What did we find about the expectations placed upon case managers and the case management process? What is it supposed to achieve? one process: many expectations idealistic to pragmatic almost always rehabilitation; then many others from the “menu” varies by individual shifting balance; cultural tensions

Headline Findings We asked in the Focus Groups whether case managers have the resources they need to do the job effectively? What did they say? it depends how you define “the job”! caseloads vary from 12 to 200 managers say case managers have too many cases access to local resources everywhere affected by world-wide recession

Headline Findings What about other “tools” which help to do the job efficiently and effectively? What did we find? “tools” rarely amount to an integrated suite records assessment and planning prioritisation instruction and guidance

Headline Findings Given the huge expenditure on case management, and the way it is central to the effectiveness and efficiency of systems, one might expect to find comprehensive quality assurance arrangements? Was this the case? what were we looking for? Impressive one-off initiatives..... but rarely adding-up to a strategy limited to single providers a private activity

Headline Findings not at all most often a by-product of a new sentence or project continuity only within each stage of the correctional journey stop-start + duplication many changes of case manager The project looks at systems through a “users” experience, using the idea of a “correctional journey”? Did we find that case management is designed and delivered as a continuous, joined-up process?

Headline Findings Key aim of the project – confidence and understanding for Framework Decision Is there a good understanding of how things work in jurisdictions other than your own? limited knowledge of other jurisdictions learning is one-way services for foreign nationals focus of rehabilitation and public protection too local
