WHY ROBERT’S RULES? PROTECTION OF THE RIGHTS OF MEMBERS, AND THOSE WHOM THEY REPRESENT. THE REQUIREMENT FOR A DELIBERATIVE PROCESS OF FULL AND FREE DISCUSSION AS A PREREQUISITE TO DEMOCRATIC DECISION MAKING. PROTECTION AGAINST INSTABILITY

GENERAL ORDER OF BUSINESS CALL TO ORDER. ROLL CALL OF MEMBERS PRESENT. READING OF MINUTES OF LAST MEETING. OFFICERS REPORTS. COMMITTEE REPORTS. SPECIAL ORDERS UNFINISHED BUSINESS. NEW BUSINESS. ANNOUNCEMENTS. ADJOURNMENT.

TYPES OF MOTIONS MAIN MOTIONS SUBSIDIARY MOTIONS PRIVILEGED MOTIONS INCIDENTAL MOTIONS

HOW TO MAKE A MOTION 1. WAIT UNTIL THE LAST SPEAKER HAS FINISHED 2. ADDRESS THE CHAIRMAN BY SAYING “MR/MADAM CHAIRMAN” OR “MR/MADAM PRESIDENT”. 3. WAIT UNTIL THE CHAIRMAN RECOGNIZES YOU 4. SPEAK CLEARLY AND CONCISE AND STATE YOUR MOTION AS FOLLOWS: (EX.) “I MOVE THAT WE PURCHASE T-SHIRTS FOR KARH” 5. YOU THEN MUST WAIT FOR SOMEONE TO SECOND YOUR MOTION 6. ONCE SECONDED THE CHAIRMAN WILL SAY “IT HAS BEEN MOVED AND SECONDED THAT WE PURCHASE T-SHIRTS FOR KARH” 7. THIS NOW MOVES INTO DISCUSSION WITH THE PRESENTER OF THE MOTION ALLOWED TO SPEAK FIRST

HOW TO AMEND A MOTION ONCE A MOTION HAS BEEN PRESENTED AND SECONDED IT CAN BE AMENDED (SUBSIDIARY MOTIONS) YOU CAN AMEND A MOTION BY ADDRESSING THE CHAIRMAN AS STATED BEFORE ONCE RECOGNIZED YOU STATE YOUR AMENDMENT AS SUCH: (EX) “I MOVE TO AMEND THE MAIN MOTION BY ADDING IN THE WORDS “ALLOCATE $300 TO” BEFORE THE WORD “PURCHASE” IN THE MAIN MOTION. IF SECONDED THE MOTION WOULD THEN READ “THAT WE ALLOCATE $300 TO PURCHASE T-SHIRTS FOR KARH”. *THE MAIN MOTION CAN BE AMENDED AND THE AMENDMENT TO THE MAIN MOTION CAN BE AMENDED BUT THE AMENDMENT TO THE AMENDMENT CANNOT BE AMENDED!!!

VOTING! REPRESENTATIVES CAN STATE “I CALL FOR QUESTION” – THIS HAS TO BE SECONDED AND VOTED ON IMMEDIATELY! MUST PASS WITH 2/3 MAJORITY AND IF DOES ENDS DEBATE IMMEDIATELY. THE MOTION OR AMENDMENT IS THEN VOTED ON. IF A MAIN MOTION, SECOND AMENDMENT AND THIRD AMENDMENT ARE ON THE FLOOR, VOTING MUST START ON THE THIRD AMENDMENT AND MOVE UP UNTIL YOU REACH THE MAIN MOTION. WHEN VOTING ON AMENDMENTS, YOU ARE VOTING ON THE AMENDED PART OF THE MOTION, NOT THE MAIN MOTION!!! IN KARH VOTING IS DONE BY PLACARDS SHOWN BY THE INDIVIDUAL SCHOOLS. EACH SCHOOL ONLY GETS ONE VOTE!

IMPORTANT MOTIONS TO CLOSE A MEETING, STATE “I MOVE TO ADJOURN” TO LAY A MOTION ASIDE TEMPORARILY, STATE “I MOVE TO LAY THE QUESTION ON THE TABLE” TO LIMIT OR EXTEND DEBATE, STATE “I MOVE THAT DEBATE BE LIMITED (OR EXTENDED) TO…” TO CHECK THE AGENDA, STATE “I CALL FOR THE ORDERS OF THE DAY” TO POSTPONE AN ITEM FOR A TIME PERIOD, STATE “I MOVE TO POSTPONE THE MOTION TO…” TO KILL A MOTION, STATE “I MOVE THAT THE MOTION BE POSTPONED INDEFINITELY” TO ENFORCE RULES, STATE “I RISE TO A POINT OF ORDER” TO SUSPEND RULES, STATE “I MOVE TO SUSPEND THE RULES”

OTHER MOTIONS TO TAKE A BREAK, STATE “I MOVE TO RECESS FOR…” TO CALL FOR A VOTE RECOUNT, STATE “I CALL FOR DIVISION OF THE HOUSE” TO ASK A QUESTION ABOUT PARLIAMENTARY PROCEDURE, STATE “PARLIAMENTARY INQUIRY” TO REQUEST INFORMATION, STATE “POINT OF INFORMATION” TO CANCEL PREVIOUS ACTION, STATE “I MOVE TO RESCIND…” TO RECONSIDER A MOTION, STATE: “I MOVE TO RECONSIDER…”
