Goal: Provide information on the Model Water Efficient Landscape Ordinance (MWELO) and how to implement it on your projects.

Objectives: 1. Understand how MWELO will affect irrigation design 2. Learn the basic calculations required to comply with the Model Water Efficient Landscape Ordinance

Model Water Efficient Landscape Ordinance Revised MWELO effective November 1, 2015 NPDES Permit requires compliance to MAWA SWMP Implementation and MWELO Compliance Memo **Issued Oct. 23, In advance of the Division of Environmental Analysis implementation memo, “Staff will calculate the MAWA and ETWU as defined by the MWELO for new (greater than 500 sq. feet)” or rehabilitated (greater than 2,500 sq. feet)” planting projects with permanent irrigation Enforced through: **Local agencies (per MWELO ordinance, enforces irrigation run-off) State Water Resource Control Board (enforces pollutants in run-off) 9 state-wide regional water boards Costly fines and penalties

Purpose of MWELO Promote the values and benefits of landscapes and use water as efficiently as possible Use water efficiently without waste by setting a Maximum Applied Water Allowance (MAWA) as an upper limit for water use and reduce water use to the lowest practical amount Encourage local agencies to designate the necessary authority that implements and enforces the provisions of the Model Water Efficient Landscape Ordinance or its local landscape ordinance

Landscape Documentation Package The Landscape Documentation Package includes the following six items: 1. Project Information 2. Water Efficient Landscape Worksheet

Exercise #1

Project Information (A) Date (B) Project applicant- CALTRANS, District “x” (C) Project address (if available, parcel, route and post-mile limits) (D) Total landscape area (square feet) (E) Project type (e.g., new, rehabilitated) (F) Water supply type (e.g., potable, recycled, well) and identify the local retail water purveyor if not served by a private well (G) project contacts to include contact information for the project and/or property owner (CALTRANS, District “x”) (H) Licensed Landscape Architect signature and date (I) Include statement, “I agree to comply with the requirements of the water efficient landscape ordinance and submit a complete Landscape Documentation Package.”

Updated Project Information Effective November 1, 2015 the following statements must appear: The Irrigation plan statement must read: “I have complied with the criteria of the ordinance and applied them accordingly for the efficient use of water in the irrigation design plan.” The Planting plan statement must read: “I have complied with the criteria of the ordinance and applied them for the efficient use of water in the landscape design plan.” The Grading plan statement must read: “I have complied with the criteria of the ordinance and applied them accordingly for the efficient use of water in the grading design plan.”
