3 Overview of MAS  What is a Multiple Award Schedule (MAS)? A 5-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract with 3 five-year options (up to 20-year contract) A grouping of IDIQ contracts that fit into the same commodity and service group Also referred to as a GSA Schedule or a Federal Supply Schedule (FSS)  How is a Schedule awarded? It is a negotiated contract based on evaluation criteria of fair and reasonable pricing, financial responsibility, past performance, and past experience

4 Special Item Numbers A GSA Schedule is a grouping of Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for similar commercial products and service offerings. SIN Schedule Number and Name IT Schedule 70 Special Item Number (SIN) A subcategory of more specific groupings of products and service offerings within a Schedule

6 S&L Government Access Schedules How do S&L governments gain access to Schedules?  Authorizing legislation  Implementing rule and program guidelines  State Regulations and Federal Regulations dictate access

7 Eligibility  The 50 states*  All counties  Municipalities, cities, towns and townships  Tribal Governments  Public Authorities (Public or Indian Housing agencies under the U.S. Housing Act of 1937)  School Districts  Colleges and Universities

9 Funding for State and Local  Receiving Federal grant funds does not: Make otherwise ineligible activities eligible to purchase under Schedules, nor Allow access to Schedules outside of approved programs.  The current S&L programs, excluding the Public Health Emergency (PHE) authority which is limited to Federal grant funds, allow for use of all sources of funding  When purchasing with grant funds, you MUST follow all grant requirements, including competition requirements

11 State and Local Programs  Cooperative Purchasing Authorized by: Section 211 of the E-Government Act of 2002 and Local Preparedness Acquisition Act of 2008 IT Schedule 70 and Schedule 84 State and local government can leverage the federal government’s buying power  Disaster Purchasing ( Authorized by: Section 833 of the John Warner National Defense Authorization Act and the Federal Supply Usage Act of 2010 Access to all Schedules in support of disaster preparation, response, or major disaster recovery or recovery from biological, radiological or terrorist acts

12 Ordering and Terms and Conditions  No Federal mandated ordering procedures; use the Federal procedures as a guideline to ensure competition and best value  Additional terms and conditions are allowed as long as they do not conflict with Schedule terms and conditions  All contracts and BPAs established through Schedules should include the GSA Schedule Number  Local Preference: GSA eLibrary lists all contracts available Local purchases can support Sustainability goals
