5 Federal Acquisition Service 5 Background – What is a GWAC? “Governmentwide acquisition contract” is defined as a task order or delivery order contract for information technology established by one agency for governmentwide use that is operated by an Executive Agent designated by the Office of Management and Budget pursuant to Section 5112(e) of the Clinger-Cohen Act, 40 U.S.C. 1412. Clinger-Cohen Act The Economy Act The Economy Act does not apply to GWACs.

11 Federal Acquisition Service 11 Background – Alliant Program  The Alliant program strategy focuses on the establishment of two government-wide acquisition contracts (GWACs): Alliant and Alliant Small Business (SB) ▬ Alliant GWAC, open to all prospective bidders ▬ Alliant SB, set-aside for small business  Global in scope, offering a wide range of information technology services to Federal agency customers  Both Alliant and Alliant SB GWACs are multiple award, indefinite delivery / indefinite quantity (MA – IDIQ) contracts  Alliant is the planned successor for ANSWER and Millennia  Currently conducting re-evaluation per Court of Federal Claims Ruling March 5, 2008
