The story so far Housing (Scotland) Act 2001 Legal requirement for tenant participation strategies RTOs and registration Rights to be consulted on key services /standards Housing (Scotland) Act 2010 Scottish Social Housing Charter Scottish Housing Regulator Self assessment by landlords Annual Return on the Charter ( and tenant report)

The Story So Far……………………………… Late August individual landlord reports and interactive landlord report published by SHR By 31 st October- Landlord report to tenants published SHR will report on overall progress by the end of the year

What the Charter does …..…………..  Focuses landlord activity on services that are important to tenants and other customers  Encourages a culture of involving service users in the design, delivery and performance of services  Provides a set of consistent standards and outcomes which should be met for all social housing tenants wherever they live

What the Charter does…….…………..  Gives clear information on how landlords are performing against the Charter  Gives tenants information about performance they can scrutinise and question  Provides a basis for assessing individual landlord performance and comparing it to others

Delivering for landlords  Encourages review of participation strategies and how they link to governance and scrutiny  Encourages tenant involvement in performance management

Delivering for landlords  Focuses efforts on achieving outcomes that matter for their customers  Provides a basis for assessing performance and comparing it to others  Renewed focus on value for money  Just the start?

Delivering for tenants……………………  Sets out clearly what tenants and other customers can expect from social landlords  Gives clear information on how landlords are performing against the Charter

Delivering for tenants……………………  Gives clear information on how landlords are performing against the Charter so they can scrutinise and question  Provides a basis for assessing performance and comparing it to others  Just the start?

What can tenants expect? To be able to get involved with your landlord in:  preparing the ARC and Landlord report  assessing whether the information reflects the service and standards given  agreeing the content and format of the landlord report  reviewing services and standards  examining and scrutinising performance information and agreeing what to look at

What can tenants expect?………….. To be able to get involved with your landlord in:  examining performance in detail and asking for more information if required  identifying variations in performance (both good and bad)  questioning data and services in a reasonable and fair way  Examining variations further  Identifying improvements/changes to services

Scrutiny…………………… “A close and searching look” “A critical observation or examination” “Inspection, study, perusal, probe”

Looking Forward ……………………  Does the Charter cover everything it needs to?  Does the Regulators Reports tell you whether landlords are meeting the “Charter challenge”?  Is any more information needed?  Is it challenging landlords to meet the performance of the best  Can you tell whether services are good value for money?

Looking forward ……………………  What support do you need to have the knowledge, skills and confidence to effectively scrutinise performance?  Are services giving good value for money?

Going the extra mile……………….  Going beyond the Regulator’s requirements?  Regular and systematic involvement in assessing Landord overall performance

The Charter journey……….  Are you at the starting Line?  On your way?  Heading for the finish line?

The Charter and you…………..  How have you been involved with the Charter?  What was your role and what impact did it have?  How would you like to be involved with the Charter

ANY QUESTIONS ?

In your groups…………………  Complete a report card for your landlord so far  Give each question a traffic light rating of: Red – It’s not delivering for me Amber – Not decided Green – Yes it is delivering for me

Charter report Are you? Red Amber Green
