Irish Consortium on Gender Based Violence

Presentation Overview Introduction to the Consortium Why UNSCR 1325? The Approach – Promoting the Resolution Progress on the Irish NAP on UNSCR1325 Challenges and Next Steps

A group of Irish Human Rights, Humanitarian and Development Agencies, and two Irish Government Departments Sharon Jackson Independent Research Adviser u

Origins of the Consortium Darfur Agencies concerned about reports of high levels of rape Recognition that GBV in Darfur was representative of wider problem Agreed recognition of need for more comprehensive and systematic response to GBV Consortium formed with eight members 15 members in 2009

Advocacy To inform, effect and monitor policy implementation to improve actions on prevention of and response to GBV Women, Peace and Security Gender Based Violence, Poverty and Development Creation of a core constituency of support on GBV (MEPs, TDs, decision-makers) Monitoring and Evaluation

What is UNSCR 1325? The groundbreaking nature of Resolution 1325 lies in the repeated messages throughout that women should have an increased role, at all decision making levels, in the prevention, management and resolution of conflict and in peace processes. It not only recognises the impact of conflict on women and the need to protect women from all forms of violence, especially gender based violence, but advocates that women are included as indispensable actors in finding solutions.

Why UNSCR 1325? Although not legally binding, Resolution 1325 sends a strong message to all governments and parties to conflict to ensure a gender perspective in all activities related to peace-building and maintenance. Buy in from all organisations Some expertise in the group already Proactive rather than reactive advocacy

Objective For the Irish Government to develop a progressive National Action Plan on Women, Peace and Security built on the principles of gender equality, women’s rights and participation The Strategy Research - How can a NAP be developed in Ireland Engagement with partners in Europe Engagement in Development and Implementation of NAP

Stepping up Ireland’s Response to Women Peace and Security: UN Security Council Resolution 1325 Consultation with working group of stakeholders – Civil Society Base the NAP on experience and expertise of women affected by conflict Action plan based on audit Budget allocation Planning for implementation, monitoring and evaluation from the outset

Conference on Women, Peace and Security To all parties to conflict resolution and peace building including the UN, the EU, governments, civil society and parties to conflict: Do not forget women; women are agents for positive and sustainable change Paper promises have no value unless followed up by sustained action and accountability It is critical that substantive actions are taken urgently as women’s rights continue to be violated in a systematic manner on a daily basis

“Extraordinarily talented, energised, informed, highly qualified women - but feeling their voices aren’t being heard” Mary Robinson “1325 was not advocated for by women around the world to make war safe for women. War (is not) a sort of inescapable human phenomenon we can’t escape from… we must use 1325 to talk about disarmament and about ending militarism” Sam Cooke “Since the fall of the Taliban, very important conventions on women’s human rights have been certified. Unfortunately, most of them are beautiful only on paper. They have never been put into practice so that women can benefit from them” Suraya Pakzad
