Wharton Residential Land Use Regulatory Index  Created by the Wharton Business School, University of Pennsylvania  A survey delivered to city governments nationwide  The sample mean is zero and the standard deviation equals one.  Nationwide 480 cities responded the survey; CA statewide 180 cities responded.
