Microsoft CMT, Independence day very tight for the PC chair

Review Policy a long paper: must have high evaluation in "Important comments to the authors" and “Comments for the PC" categories in average a regular paper: must have high evaluation at best In case of conflict between the reviews/discussions and the personal opinion of the PC chair, the reviews/discussions were respected.
