ESCOs expected to be agreed… Voluntary agreements possible for large users >500 tep/y But limited incentive budgets due to financial crisis ÖTV & KDV taxes on energy products still a major source of the national budget (not only in Turkey!)

Too rare Demo Projects at Erzurum & Ankara proved 60% energy saving by rehabilitation Complex decision, little awareness, rare monitoring, few public efforts yet!

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 8 A key legal & practical issue : data sharing with energy distributors Promoting EE to consumers is not a natural move of energy distributors! EU EE&ES directive says “ energy distributors…must inform the consumers about their consumption to enable them to compare it “for the same period with the previous year” and “whenever possible and useful,…, with an average normalised or benchmarked user of energy in the same user category”. Turkish EE law (Art.6) requires the energy distributor to provide the information on consumption of the past year, on a monthly basis, in internet environment.

Rehabilitation Market actors need visibility  maps of the saving potential & priorities, ToR, guaranteed results A powerful indicator is the “specific consumption” kWh/m2 per year and/or per degree*days. Only few field checks needed (water heating & cooking uses). m2 data per building & dwelling are part of the building & occupancy permits issued by Municipality, nowadays processed in GIS in many cases. Orientation, shadow… Meteorology publishes “degree*days” at 130 stations. “ What about gas consumption data?

Gas consumption data are available per subscriber, per period (# month) within the gas distributor databank. Gas Distributor usually has a GIS system with reference of building & dwelling. Consumption data: secret business asset ? or a must for the environmental policy of the local community/municipality?

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 13 Conclusions & Recommendations to the Legislator & Regulator (1/2) In accession process, Turkey gradually harmonizes energy legislation with EU Rehabilitation saves hard currency, uses local materials, develops local jobs… Municipalities should take initiatives, get all data, inform and mobilise stakeholders & households. Involvement of gas distributors may consolidate their relation with consumers. Certified Emissions Reductions will bring advantages as economic value & positive image

Bernard CORNUT INGAS 2009 Istanbul Energy Efficiency & Gas Distributors, why & how? 14 Recommendations to the Legislator & Regulator, for sustainability (2/2) Amending the Energy Efficiency law, for a clear transposition of EE & ESD, including: A clear obligation, in cooperation with Municipalities, to inform the consumer through specific adequate "indicators” Improving the Terms of Reference of EMRA Tenders: new binding clauses on data sharing Taking care of sustainability in the privatisation of energy networks by ÖIB: inserting new clauses requiring quantitative & verifiable targets of sustainability, facilitating EE on demand side with customers.
