Single Regulator for Higher Education  Tertiary Education Quality and Standards Agency (TEQSA);  Absorbed powers of State regulators (e.g. VRQA) including for ESOS Act;  Will take on DIISRTE (DEEWR) responsibility for ESOS Act from 1 July 2012;  Plan to roll TEQSA, HESA and ESOS Acts into one piece of legislation. –Reduce duplication, and inconsistent timelines and risk factors between Acts.  Monash undergoing re-registration process during 2012 – registration expires 31 December. 4 April 2012 CRICOS Working Party 2

Communicating with TEQSA  Any documentation can lead to intervention by TEQSA: –Monitor; –Enquire; –Investigate; –Enforce.  Vice-Chancellor and Pro Vice-Chancellor (Planning and Quality) the only officers authorised to communicate with TEQSA;  Liaise with Monash Quality Unit in relation to TEQSA;  We will prepare institutional response under advice from portfolios;  Consolidating requests to TEQSA – not contacting them every week;  Delays in approvals likely until TEQSA fully staffed. 4 April 2012 CRICOS Working Party 3

CRICOS Registration Event  CRICOS registration event = ESOS audit;  TEQSA invited Monash to apply for CRICOS registration with provider re-registration in Monash declined and confirmed CRICOS registration scheduled for 2014;  Timeline for CRICOS process: –Prepare submission for TEQSA second half of 2013; –CRICOS registration expires in June 2014;  Vice-Chancellor, Deputy Vice-Chancellor (Global Engagement) and Vice-President (Administration) to determine approach as per TEQSA guidelines. 4 April 2012 CRICOS Working Party 4

CRICOS – What’s Different  Single set of templates / processes for universities and private providers – driven by private provider data needs;  Monash negotiating with TEQSA re their data requirements;  Monash may amend course approval template to align with TEQSA requirements;  No suspension of a course –Either active or disestablished; –Up to faculties to suspend on Callista, Course Finder etc.;  No form for changes to course titles (done by );  No 25% rule for determining if a course is a new course – university course amendment process to determine this on advice from Education Policy Committee. 4 April 2012 CRICOS Working Party 5

CRICOS – What’s Different  Cannot make any public statements or advertisements that imply that: –A course is accredited; –A course is in the process of being accredited; –The applicant is authorised to confer the qualification.  This includes marketing a course as “subject to approval”;  Need to amend ESOS Compliance Manual and website procedures. 4 April 2012 CRICOS Working Party 6
