DG MOVE D3 Land Transport Unit PANEL DEBATE The Role and Place of Collective Passenger Transport by Buses, Coaches and Taxis in the EU Transport System and Policy Brussels, 7 September 2011

WHITE PAPER challenges Increasing competitive pressure in the global economy Increasing oil price and persistent oil dependency A deteriorating climate and local environment Growing congestion and poorer accessibility. An infrastructure gap in the enlarged EU

A tight carbon budget for the transport sector Source: PRIMES-TREMOVE and TREMOVE

Facts and figures. The overwhelming majority of trips (97.5%) are ‘short’ distance (not longer than 100 km). Coach emission of CO 2 per passenger is in average radically smaller than the amount emitted by cars or airplanes. Bus and coach transport accounts for more than 50% of public land transport (pkm). The EU coach sector operates around 250,000 vehicles and employs around 550,000 people

Actions at EU level. A comprehensive set of common rules for access to the international market for coach and bus services has been established. Rules for passengers’ rights to ensure both a level playing field for the industry and a European standard of protection for the citizens. Legal framework on the awarding of contracts for services of general interest (PSO) in the field of passenger transport services. Action Plan on urban mobility including 20 measures to encourage and help local, regional and national authorities in achieving sustainable urban mobility
