YEI in the PA and OP ESF TWG 4 March 2014, Brussels EMPL E1

Relevant ESF investment priority – Article 3 (1)(a)(ii): "Sustainable integration of young people in particular those not in employment, education or training, including young people at risk of social exclusion and young people from marginalised communities, into the labour market, including through the implementation of the Youth Guarantee."  YEI can be programmed ONLY under this investment priority  The IP is broader than the YEI ("in particular NEET")

A few thoughts on programming YEI actions… - actions are not equal to cost items! - need to focus on policy interventions based on the needs of the person/groups of young people targeted => START WITH THE PROBLEM, IDENTIFY THE NEEDS FIRST - eligible cost items are the same as those that are typically supported by ESF (training fees, equipment, stipends, relocation allowance, hiring costs, etc.) - BUT: the costs are linked to the action, which for YEI is on individuals – not system reforms

Example 1: Providing a 15-year old early school leaver with a pathway to education and work: 1) complete primary/secondary education to get a qualification (second chance programme + e.g. a stipend if unable to afford) + social work? => may need support through other ESF operations first (e.g. social work) 2) get professional training e.g. as hairdresser (costs of training course), combined with 3) work experience (apprenticeship costs) 4) potentially get hired (hiring subsidy)

Example 2: Providing a recent university graduate with pathway to work: 1) provide tailored counselling and job search advice; interview skills training (costs of services) 2) traineeship with a company (costs of mentor, training) 3) get hired (hiring subsidy) or start a business (business start-up support)

Ex-ante conditionality on YEI Ex-ante conditionality: The existence of a strategic policy framework for promoting youth employment including through the implementation of the Youth Guarantee. This ex-ante conditionality applies only for implementation of the YEI. N. B. While the ex-ante conditionality does not explicitly refer to Youth Guarantee Implementation Plans as such, the Youth Guarantee Implementation Plan could and is expected to constitute the "strategic policy framework" required or at least a key part of it.

YEI and the PA template

Section 1A 1.1.Development needs: Where appropriate, this section should identify the need to allocate funds under the YEI to young persons residing in sub-regions which experience high youth unemployment levels and which are outside the eligible NUTS 2 regions, and provide a justification.

Section 1A 1.3. Selected thematic objectives, and summary of the main results Outline, by thematic objective, the main results sought for each of the ESI Funds and the Youth Employment Initiative (YEI), especially in relation to the Europe 2020 objectives and to the relevant country specific Council recommendations

Table Indicative allocation of resources Table 1: The indicative allocation of support by the Union by thematic objective at national level for each of the ESI Funds (EUR) (total Union support, including the performance reserve).  Should not include YEI special allocation in the column on ESF, only ESF matching contribution, at the level of TO8

Table 2 YEI specific allocation:(EUR) ESF matching funding:(EUR) Total YEI Resources:(EUR) YEI Resources for young persons residing outside of the eligible regions (Article 16 ESF regulation: This amount cannot exceed 10% of total YEI resources (EUR) [] []. Info on YEI flexibility at PA level:

Table 4 – for info only Technical assistance  YEI special allocation can only be used to calculate the 4% limit of total amount of TA. The table itself only includes breakdown of ESF per category of region.

Table The list of programmes under ESF, ERDF and YEI – per OP  Automatically generated in SFC based on financial tables.

Table Performance reserve  In column 4 the ESF matching contribution is excluded from the calculation of the performance reserve for the ESF FundCategory of region Total Union support (EUR) Amounts excluded for the purposes of the calculation of the performance reserve Union support subject to the performance reserve (EUR) Performance reserve (EUR) Matching ESF support to YEI (EUR) CAP transfers (EUR) ESF More developed regions 4, , Transition regions Less developed regions 2, , TOTAL ESF EAFRDNA CFNA EMFFNA TOTAL (All Funds)

Table The role and the contribution of the ESI Funds in the implementation of the integrated approach to address the specific needs of geographical areas most affected by poverty or of target groups at highest risk of discrimination or social exclusion  Could include YEI, where relevant

YEI and the OP template

OP Template 2.A.6.1 Where appropriate, specify the amount of resources allocated from the priority axis to make use of the YEI flexibility. Investment priority

OP Template Table 6 Where YEI is implemented as part of a priority axis, it has to be treated separately as YEI resources are excluded from the PF.

OP Template Table 17 The resources from the specific allocation for YEI (row 9) should be presented separately from the corresponding ESF support. The corresponding ESF support should be presented as part of the overall ESF resources per category of regions (rows 5-8). The columns for the performance reserve in this table should not include the corresponding ESF support for the YEI, as this is excluded from the PR.

OP Template Table 17

OP Template Table 18a The YEI specific allocation and the corresponding ESF support for each (part of) priority axis should be presented as a sum. The ESF corresponding support should only be included in the sum of the total YEI funds, not in the total ESF per category of region.

OP Template Table 18a

OP Template Table 18b Table should be completed for every (part of) a priority axis implementing the YEI and should be used to determine the co- financing rate, the total amount of the specific allocation for the YEI and the corresponding ESF support, and the ratio between the categories of regions for the corresponding ESF support. System will generate co-financing rate, but amount of Union support and national counterpart are to be entered manually.
