11. General comments Hard to comment on Performance Framework proposals:
Under development
Further work necessary on indicators
No result indicators in the majority of cases
No explanation on how 50% financial coverage ensured
No information on choice of indicators/targets
Ex-ante evaluations did not always assess milestones/targets

12. Occasional comments Questions on:
Suspected 'fake' IP level indicator for adding up purposes
Worryingly low output milestones
Conservative financial milestones (applying N+3)
IP targets that should add up to a PA target did not!
