4 Performance Framework
For each Priority Axis except Technical Assistance Indicators covering more than 50% financial allocation Breakdown by Fund and by Region YEI to be assessed separately if part of priority axis Linked to Performance Reserve Incentive to implement as planned Anticipate problems

5 Performance Framework Building Blocks
Priority level broken down by cat. of region & fund Milestones (intermediate targets) Targets To achieve by end 2018 Formally reviewed in 2019 To achieve by end 2023 Formally reviewed at closure Indicators: Financial (1), Output (1+), Result (immediate), Key implementation steps Cohesion Policy

6 Existing programme indicators
Financial indicators (incl. certified expenditure) Output indicators Immediate result indicators Output indicators with a target Immediate result indicators with a target Performance framework Certified expenditure -> set a milestone and a target Subset of output (and immediate result) indicators with a target -> set a milestone (target already set) When no or low outputs expected -> need to establish key implementation steps and set a milestone

7 The Performance Framework is linked to:
Performance Review Allocation of Performance Reserve Suspensions or Corrections Cohesion Policy 7

8 2. First comments on Performance Framework proposals

9 Very different approaches to PF (1)
Only common vs only programme specific indicators Very general vs specific performance targets Mixed approaches

10 Very different approaches to PF (2)
Very general performance targets Number of participants Number of employed/unemployed/below 25…. Under 30s /over 54s who are unemployed or inactive Total number of created study programs Very specific performance targets Number of student counsellors/career advisors taking part in training Number of projects engaged in equality mainstreaming activities Number of children and young people from disadvantaged deprived and poor low-income families and children and young people at the poverty risk, who have received support for promotion of education accessibility

11 General comments Hard to comment on Performance Framework proposals:
Under development Further work necessary on indicators No result indicators in the majority of cases No explanation on how 50% financial coverage ensured No information on choice of indicators/targets Ex-ante evaluations did not always assess milestones/targets

12 Occasional comments Questions on:
Suspected 'fake' IP level indicator for adding up purposes Worryingly low output milestones Conservative financial milestones (applying N+3) IP targets that should add up to a PA target did not! Cohesion Policy Regional Policy 12

13 Thank you for your attention
