VIRTUAL HEALTH LIBRARY JAMAICA PROJECT Presented by Swarna Bandara VHL Coordinator At the 4th VHL Meeting in Bahia, Salvador Sept

Country Level Progress VHL Jamaica Project was formally established and the National Coordinating Center, National Coordinator, an Advisory Committee and a Working Party has been named and accepted by UWI, PAHO/Jamaica, CFNI and MOH in 2002 The document `Virtual Health Library Jamaica Project’ has detailed responsibilities of each entity for successful implementation of VHL at country and an agreement to be endorsed by each entity. This was signed by major stake holders at a public forum during the International Diabetes Conference in This document is based on guidelines given on Handbook 2001 for the Development of the Virtual Health Library: Preliminary Version and will be a useful tool to guide any national VHL initiative. Some publicity work also has been carried out, but more is needed.

Country Level Progress Website for the VHL Jamaica was created using the BIREME guidelines and templates. However, while the web interface has been successfully installed, the administrative interface posed some problems, preventing us from making other resources posting on the site. A list of freely accessible journals (over 1000) in the health sciences has been prepared and will be available through VHL Jamaica website. Number of internet resources on Sickle Cell and Chronic Diseases were identified to be included in Health Information Locator and will be posted. Preparing a union list of journals available locally has been initiated starting with the UWI and contributions from various academic departments and CFNI.

Institutional Repository (IR) On DSpace IR on DSpace for the Electronic Theses & Dissertations Project has been installed and resources are being deposited Tropical Medicine Research Institute plans to celebrate the 50th anniversary, will deposit over 2400 papers published during its existence on DSpace. This will contribute to the objectives of VHL

Political Support for Developing VHL An agreement has been signed by major stakeholders, and the Working Party consists of major contributors meet as the needs arise. An Executive Committee has been identified with the signing of the Agreement. However, at decision making level, further commitment to its progress has been less than desirable. Some initiatives are a foot and related issues are discussed at government level in the use of technology and on improving information process. However, there is no coordinated national action plan. Overall concept of Open Access has not been properly understood by policy makers, but they know that something need to be done and can be done The VHL concept as part of the plans with particular reference to improvement of health at national level need to be imposed. It is likely that if there is a national plan for information process, health sector could benefit.

VHL Methodology and its Application in Management of Sources and Flows of Scientific & Technical Information on Health MEDCARIB continues the data entry using Web version of LILDBI – LILACS after some delay in getting the program installed. The MEDCARIB has now reached 17,000 records. The plan to have full text articles linked to citations has not worked yet due to technical difficulties. But we will be working on this for the coming year. Getting the support of the Editorial Board of the only peer reviewed health science journal the West Indian Medical Journal (WIMJ) to publish using SciELO methodology can be considered as the most significant progress in this area.

VHL Methodology and its Application ….. With support from BIREME and PAHO Jamaica, a training workshop on SciELO was held for one week, primarily to train the staff of WIMJ. It was also open to others who are involved with the Virtual Health Library Jamaica Project and persons who are directly responsible for publishing peer-reviewed journals. This group included Social & Economic Studies a peer reviewed journal and interested persons from PAHO and CFNI.

VHL Methodology and its Application ….. A proposal on using SciELO to publish all UWI journals have been submitted, and is under review. SciELO PC Interface has been installed successfully, but SciELO web interface has not. We will be working on it for the coming year PAHO/Jamaica Director’s support made the SciELO Workshop a reality. His knowledge and encouragement in the area of ‘Open Access’ contributed greatly to the VHL concept in general and electronic publishing in particular.

Human Resources Human resource for application of VHL methodologies has been the area affected adversely in the progress of the project most Contributions to VHL Project are made in addition to the regular duties in their own duty positions VHL responsibilities were not seen as priority. With the reduction of staff, due to financial constraints and increased students’ intake the workload also has increased for each individual at all levels at the UWI. This situation is not likely to change in the near future and will have an impact on the progress of VHL. However, if the political leadership is made to understood the importance of application of VHL concept, better support can be obtained

Information Technology Infrastructure While each and every participating unit of VHL has access to internet and have their own institutional websites, unfortunately they do not have their own servers and the websites are hosted by the Telephone Company and PAHO. Only the UWI has its own internet node with a staff to manage it and full capacity to run an effective network. Therefore, the capacity to implement VHL activities successfully has been limited. As a corrective measure, a proposal has been submitted the UWI asking for funding to acquire a server that can accommodate VHL Jamaica as a whole. It is expected this, if become a reality, should provide electronic publishing of resources generated by MOH, CFNI, and PAHO/Jamaica, provided the political support at the highest level is obtained
