Naval Inventory Control Point 4 Pilot Phase I NAVAIR Lakehurst: The Scenario Facility: 118,000 ft 2 floor space with additional 16,380 ft 2 short term bulk storage 53,000+ items with estimated value over $417M Supports NAVAIR LKE SE Initial Outfitting Acquisition Function For initial outfitting, the Staging Facility receives, stores & ships: newly acquired SE associated SE FMS equipment ALRE aviation equipment In FY08, over 19K items were received and over 13.8K items were shipped from the Staging Facility All items are bar-coded, interactively scanned and information is located in a real-time web-based data system

Naval Inventory Control Point 5 The NAVAIR Lakehurst Pilot The Approach Explore a different approach for COSIS: Review by “walk around” is one method, but not only method Data, data, data… Data on facility layout Item storage logic Facility review after heavy rainstorm Impact of rodents, birds, etc. Item stock data CNP-700 data extract Data merged & COSIS database created Prioritization Item review: Priority 1: –Method of Preservation (MOP & DW) –Dollar value ($100K or higher) –Time-in-storage (18 months or greater) Item review: Priority 2: –Method of Preservation (MOP & 32) –Dollar value ($100K or higher) –Time-in-storage (18 months or greater) Items pulled from stock and set aside for detailed package breakdown and inspection

Naval Inventory Control Point 6 NAVAIR Lakehurst Pilot The Findings Results: 96% items inspected were not IAW CNP % were not marked IAW MIL-STD % of items requiring desiccant had none 35% of items requiring WVP protection had none $943,000: Value of items with obvious damage Other Findings: Improper protection was largely due to commercial packaging Item degradation on higher shelves is missed when using walk through technique alone Hand-held scanner with CNP-700 data is a time-saver Kit packages were difficult to evaluate Non-visible defects are an issue

Naval Inventory Control Point 7 NAVAIR Lakehurst Pilot Preliminary Determinations Preliminary determinations: Walk-around COSIS inspections are quick and easy, however a more comprehensive approach which uses other inspection factors are better. Many high dollar items degrading in storage would have been missed with walk- around inspections only. Complete package breakdown is necessary to determine item & package condition. Use of standardized inspection sheet/checklist aided inspections Detailed recording of data is necessary in order to identify packages for repair Document with photos Items that are designated for long-term storage should be in controlled facilities Lack of any COSIS program results in degradation of packages Need to expand to facility that has a majority of items military packaged for enhanced evaluation of items packaged to CNP-700. Facility expansion will assist in improving COSIS Guidebook and Inspection Process.

Developed Draft Inspection Guide Executed “Comprehensive” COSIS pilot at NAVAIR Lakehurst Prepared and delivered COSIS technical report from NAVAIR Lakehurst Expanded the first pilot to DD Norfolk

Hardware System Command input (next) Complete the DD Norfolk pilot NPB deliberation…and feedback Pause…assess the pilot program findings and results…and NPB feedback …then… Build the COSIS of the future…for NWCF assets and all Navy material assets in storage
