MCI Synchronization within KRCS. The pillars of synchronization include; Coordination of response activities (Internal and External) Collaboration with partners and stakeholders Command and control at the scene Communication (Upwards and downwards) and use of common language The Major roles of KRCS in a MCI is First Aid, Triage and Medivac. ‘Reloaded’ mode Upon declaration of MCI, the KRCS’ organizational reporting structure and lines freeze and a ‘Reloaded’ mode immediately activated for the management of the MCI DM-Ops Duty manager assumes Head of EOC and becomes ‘Charlie Base’ for the command and control of the Operation under the ‘Reloaded’ mode

KRCS MCI Guidelines 1. Emergency Operation Center (EOC) Receive, verify information on the incident and disseminate. Duties of Charlie Base Verifies Information has been received by SG, DM Ops, GM Supply Chain & E plus, PR Opens a line of communication with the Tango- One Contacts Police, Fire, Ambulances, Neighbouring County Liaises with E-plus dispatcher for ambulance and hospital information management. Establishes need gaps from the scene (Quick and dirty assessment) and determine need for additional or stand down of resources Reporting; Consolidate information on scene (Map of area, access routes, nearest hospital, airports etc ) Release periodic updates and bulletins to senior management for publication Liaise with Secretary General to prepare and launch a DREF or Appeal

2. Red Cross Action Teams (RCAT) Mobilize the team by Tango-One or Charlie Base depending on the size of MCI. As per standby teams activation guidelines At scene RCAT team leader Establish communication with Tango One Make a general observation and assess the situation, the needs and your capacity. Check is the site safe? (If not safe wait until site is safe) Do you need special equipment and personal protective equipment? Confirm with the medical teams that are on the ground, how many casualties do we have, how many EMTs do we have and RCAT members Team leader Deploy the team to the different sectors including first aid, triage evacuation and search for patients in all unlikely places PSS and Tracing teams set up support systems and provide services as per the standby team activation guidelines in annex 1 Coordinate with other team leaders from other responding teams

3. Emergency Plus Medical Services (E+) Dispatch. MCI information gathering and activation. The paramedic in the first Ambulance on scene assumes the roles of MC. MC checklist Report arrival to dispatch and hence forth report to Tango One. Direct and supervise Triage (as per START triage protocol in annex 2.) Establish of level resources (personnel and ambulances) at scene. Establish the need for a treatment area depending on the magnitude of the incident (Consider Proximity, safety, access and exit routes) Frequent updates to Tango One Information gathering and reporting No. of medical personnel and ambulances at the scene Compile and report on No. of RED, YELLOW, GREEN and BLACK patients using the START triage protocol from the triage team leader to the Tango One No. transferred to Hospital under each category from transport team leader

Information received, verification and dissemination then activation. 4. County Manager Information received, verification and dissemination then activation. County manager assumes the role of Ground Commander Roles Internal coordination with RCAT team leaders First Aid volunteers Tracing / Information desk Psychosocial Services (PSS) Search and Rescue Media Liaison formation from all deployed teams External Coordination with stakeholders, IC, EOC Deployment of resources.

Scaling down and termination of the Operation Appropriate use of resources availed for the MC and Stand-down mobilized resources Upon attending to all casualties and the scene is announced as cleared by the Incident Commander, Tango-One and /or Ground Commander shall terminate the operation Debriefing PSS for staff and Volunteers
