2011 No-Tax-Increase Bond Issue Questions And Answers: Q: How is it possible to issue bonds without a tax increase?  A: Based upon conservative projected growth rates and good financial management, Grandview C-4 has the present and future capacity to support a bond issue without raising taxes. A portion of this bond issue may include Qualified Zone Academy Bonds (QZAB), subject to approval by the Missouri Department of Elementary and Secondary Education (DESE). Qualified Zone Academy Bonds offer significant interest savings. Since 1997, Grandview C-4 has achieved nearly $6 million in interest savings with the use of the QZAB program. 10
