2011 No-Tax-Increase Bond Issue Questions And Answers:  Q: What are we voting on?  A: Residents in the Grandview C-4 School District are voting on a $7 million dollar no-tax-increase general obligation bond issue for the purpose of completing renovation, remodeling and repair improvements to existing school buildings. 2011 No-Tax-Increase Bond Issue Questions And Answers:  Q: What is a bond issue?  A: A bond is an authorization for a school district to go into debt and to establish a tax rate to pay off debt over time.  Q: What is the difference between a bond and an operating levy?  A: The operating levy is the tax rate for general operating purposes. The bond levy pays for capital projects, like building improvements and equipment. A bond levy may not be used for regular operational costs like salaries or supplies. 4

2011 No-Tax-Increase Bond Issue Questions And Answers: Q: How is it possible to issue bonds without a tax increase?  A: Based upon conservative projected growth rates and good financial management, Grandview C-4 has the present and future capacity to support a bond issue without raising taxes. A portion of this bond issue may include Qualified Zone Academy Bonds (QZAB), subject to approval by the Missouri Department of Elementary and Secondary Education (DESE). Qualified Zone Academy Bonds offer significant interest savings. Since 1997, Grandview C-4 has achieved nearly $6 million in interest savings with the use of the QZAB program. 10
