3 Operating levy / capital projects levy
Question #1: Operating Levy Revoke existing levy authority of $ per pupil and replace with $1, per pupil. Will generate additional approximately $400, annually for 10 years Question #2: Capital Project Levy Approval of a Capital Projects Levy Authorization $400, annually for 10 years for capital projects

4 HOW AND WHY Revenue is generated by student enrollment as well as various funding formulas and state and local levies that support our district. Generally speaking, School Districts across rural Minnesota have experienced a decline in enrollment over the recent years. The Greenbush Middle River School District has experienced a decline in enrollment over the past 10 years. A reduction of over 100+ students has dramatically decreased annual operating revenue. The Greenbush Middle River School District after reviewing all options as well as the anticipated budget unanimously support both questions. The Greenbush Middle River School District made reductions last year in the areas of Administration, Teaching Staff and Paraprofessional Support in an attempt to reduce deficit spending.

5 Greenbush middle river school district Public meeting : How & Why
On August 24th the Greenbush Middle River School Board unanimously voted in support of presenting the Operating Levy Ballot question as well as Capital Projects Levy question to district residents in November election. Board members : Nelson, Howard, Stromsodt, Melby, Stenberg and Kuznia voted in favor. Board Chair Kilen was unable to attend meeting but voiced support prior to meeting and wile participating via a conference call during the board meeting.

6 Operating Levy Ballot Question
The board of Independent School District No (Greenbush- Middle River), Minnesota has proposed to revoke the School District’s existing voter approved referendum revenue authorization of $ per pupil and to approve a new authorization of $1, per pupil, subject to an annual increase at the rate of inflation. The proposed referendum revenue authorization would be first levied in 2017 for taxes payable in 2018 and applicable for ten (10) years unless otherwise revoked or reduced as provided by law. The Operating Levy will provide the Greenbush Middle River School District with an additional $400, annually for the next ten years.

7 OPERATING LEVY Student Activities Classroom needs Curriculum Salaries
Funds generated as a result of Operating Levy will be utilized to offset current deficit spending. Funds are utilized for general operating expenditures. Examples of general expenses operating levy revenue may be utilized to support include: Student Activities Classroom needs Curriculum Salaries Building repairs Technology Transportation All expenses associated with operating our district

8 Operating LEVY Places a tax equally across district resident property owners For agricultural property (both homestead and non-homestead), the taxes for the proposed referendum will be based on the value of the house, garage and one acre of land. There will be no referendum taxes paid on the value of agricultural land and buildings. For seasonal recreational residential property (e.g., cabins), there will be no taxes paid for the proposed referendum. See tax impact chart

9 Capital project levy Capital Project Levy places a tax on property market value and every acre of land that may be owned. An approved Capital Project Levy Ballot Question will generate a much needed $400, annually for our School District.

10 Capital Project Levy Funds generated as a result of the Capital Projects Levy will be utilized in the following areas: School Buildings Technology Transportation Curriculum Learning Equipment/Furniture

11 Capital project levy If approved the following will be scheduled to occur over the summer months prior to the academic year. iPads will be supplied to all K-6 elementary students….students will access 1 to 1 access all day / every day A new gym floor will be scheduled to be installed over the summer New student desks we will be purchased and placed into classrooms where needed at the 7-12 grade level as well as elementary classrooms. New student lockers will be purchased and installed at the Greenbush Middle River High School. Curriculum updates will begin immediately and continue on a regular basis throughout the life of the Capital Projects Levy Introduction of 1 to 1 technology at specified grade level (s) within the 7 – 12 grade. A district fleet vehicle : SUV or Van will be purchased to transport staff as needed to training or small groups of students to activities or events.

12 CAPITAL PROJECTS LEVY In addition Capital Project Levy Revenue will be utilized over the next 10 years for: A new school bus annually/as needed beginning with the academic year. Roof replacement/repair as needed Parking Lot repair/replacement Upgrade/replacement of boiler (s) within School District as needed Enhanced security upgrades within our district (cameras, improved security in regards to access to our buildings) Other Capital needs as required

13 Voting procedure Election is scheduled for November 7th
Polls will be open from 7:00 a.m. to 8:00 p.m. District residents who live in Roseau County and Kittson County will vote at the Greenbush School Site. District residents who live in Marshall County will vote at the Middle River School Site. Absentee ballots are also available…contact offices in Greenbush and Middle River to request or receive an Absentee Ballot.
