Public Participation Plan (PPP) in FTIP/FSTIP Development o 23 CFR – Public Participation Requirements MPOs are required to develop the PPP in consultation with citizens and identified groups to allow reasonable opportunities to participate in the metropolitan transportation planning process. Under (a)(1)(vii) MPOs are directed to seek out and consider the needs of the traditionally underserved in the public involvement process. o 23 CFR (b) – Commenting on the TIP MPOs shall provide all interested parties with a reasonable opportunity to comment on the proposed TIP as required by (a). At least one formal public meeting is required and the document should be made readily available to the public including electronic formats such as the World Wide Web.

Self-Certification in FTIP/FSTIP Development o 23 CFR – MPO Self-Certification TIP is submitted every four years, concurrent with STIP, to FHWA and FTA for joint approval; this section covers compliance with all applicable federal laws and regulations, including Title VI, non-discrimination including race, color, national origin, sex, age, disadvantaged business enterprise, EEO, ADA and Older Americans Act. This section also includes the quadrennial TMA certification requirement. o 23 CFR – State Self-Certification STIP is submitted every four years to FHWA and FTA for joint approval; this section covers compliance with all applicable federal laws and regulations, including Title VI, non-discrimination including race, color, national origin, sex, age, disadvantaged business enterprise, EEO, ADA and Older Americans Act.
