Focus Areas, Last 12 Months Accountability Safety #1 priority to protect both the workers and tenants Safety violations reflected in contractor evaluations Base improvements initiated to improve contractor safety Contractor safety personnel are proactive to prevent accidents/injuries Visibility Strong QAE Program to monitor contractor performance Initiated Safety Council to include BOS Contractor representation PWD oversight on all construction project performed on the compound

Focus Areas, Last 12 Months Mishap Prevention Efforts Partnership with all contractors working on the compound and particularly day to day with the BOS Contractor Monitor BOS Contractor Mishaps for accountability and prevention opportunities BOS Contractor maintains a continuous safety training program with standard operating procedures written for each project prior to beginning Communications Contractor performs weekly safety briefs to workers, PWD is invited to participate in augmenting safety training Weekly zone inspections conducted that include contractor operations, affords the opportunity to observe work practices and offer oversight to improve overall safety

Challenges & Initiatives Challenges Language barriers are certainly a problem in Singapore especially with outside contractors, however these difficulties can be somewhat alleviated with translators Singapore regulations are not always compatible with U.S. regulations Initiatives Strong Hazard Abatement Plan that identifies hazards around the compound and tracks them until they have been abated NAVOSH Deficiency Notices are posted for all RACs 1, 2, and 3 The weekly zone inspection program is especially helpful in monitoring projects being conducted around the compound
