March 25, 2008 BCTC Protection and Control Page 3 BCTC Business Function Created by BC Government in 2003 to address BC Energy Plan objectives and meet FERC requirements for Energy Trade Separate business entity with independent Board and governance structure Owns no Transmission or Distribution Assets Is accountable to the regulator for transmission operations and asset management/ maintenance including capital investment planning and execution Provides asset management services to BC Hydro Distribution for distribution substation assets – from HV step down transformer bushing – on a fee for service basis Offers Generation Dispatch and Distribution Operations to BCH on a fee for service basis Owns $150M assets - control facilities/systems, business systems and equipment (determines risk profile) Regulated utility offering Wholesale Transmission Services and recovery of transmission operations/asset management costs through rates

March 25, 2008 BCTC Protection and Control Page 17 Maintenance Standards BCTC is developing new standards, main points: Cover what to look for, not how to do it Directly Integrate with our mobile computing system used for station inspections and equipment condition assessment Collects asset health index values to assess trends for asset condition For P&C values checked include: For Electro mechanical; Ensure checks are made per test plans (CART) and deficiencies noted For Microprocessor: Ensure inputs and outputs checked (includes trip test) Ensure settings correct Ensure breaker failure is functional Check version and serial number
