Samordningsrådet med kunskapsplattform för smarta elnät Background Transition towards a sustainable energy system puts requirements on the electricity network. Adaptation of the electricity network to this transition is needed: –Enabling an increased integration of renewable energy in the power system –Reduction of peak load –Supporting a more efficient use of energy –Allowing more active customers

Samordningsrådet med kunskapsplattform för smarta elnät Need for flexibility Production changes at a faster time scale than the network can adapt using existing technology. Any new technology that can offer increased flexibility has a clear advantage above existing technologies.

Smart grid or intelligent network: the collection of new technology, functionality and regulation on the electricity market that cost-effectively –enables integration and use of renewable electricity production, –contributes to power reduction during peak load, –results in more efficient energy consumption, –and creates conditions for more active customers – including the implementation of demand response.

Samordningsrådet med kunskapsplattform för smarta elnät The Swedish Coordination Council for Smart Grid Appointed by the Swedish Government in May 2012 The council consists of 15 members with key positions within industry, governmental authorities and academia Mission –Coordinate and stimulate cooperation and knowledge transfer between different actors in the area of smart grid and deliver proposals to accelerate the development of smart grid in Sweden Specific obligations –Create “dialog forums” for specific issues within the area of smart grid with a broad stakeholders involvement –Create a knowledge platform to gather and spread knowledge on research, development, demonstration and innovations etc. Link to smart meters (hourly reading and two-way communication). Link to a number of demonstration projects to start in the near future Final output –A national action plan to remove further barriers against the introduction of smart grids – final report by December 1, 2014

Samordningsrådet med kunskapsplattform för smarta elnät Smart grid enabling a more efficient use of energy Reduced losses in the network (out of 150 TWh consumption) –2.8 TWh in transmission (1,8 %) –2.3 TWh in subtransmission (1,53 %) –3.9 TWh in distribution (2,6 %) Electrification of the transport sector Energy efficient consumption –Feedback of consumption to the customers; on a monthly or hourly basis. –Economic incentives for energy efficient investments –Research on how to inform customers to change their consumption patterns.

Samordningsrådet med kunskapsplattform för smarta elnät Main drivers behind the new legislation Billing was considered to be a major problem by customers and also the number one complaint No more yearly estimates – customer should receive bill based on actual consumption Main driver for the new legislation was to provide customers with regular feed back on their electricity consumption to increase awareness and promote energy efficiency

Samordningsrådet med kunskapsplattform för smarta elnät Prerequisites for more active customers Cost reflective tariffs Distinction between electricity price and network tariffs Possibilities to choose between –Different suppliers –Different services or contract with the same supplier –Impact electricity costs by shifting consumption in time

Samordningsrådet med kunskapsplattform för smarta elnät Smart metering roll-out 1(2) The DSO is responsible for meter reading – –very costly to do manual meter readings every month The new legal demands lead to a major roll- out of remotely read electricity meters 99 % of all meters was replaced by 1st of July 2009

Samordningsrådet med kunskapsplattform för smarta elnät Smart metering roll-out 2(2) No actual legal demands on minimal functionalities as of now –Except on data storage What kind of meters have been installed? –Early interviews and estimates with the DSOs indicates that almost 90% of the meters are able to handle hourly read meter values –Survey made by Energy Markets Inspectorate during 2010; about 90% capable of hourly meter reading etc.

Samordningsrådet med kunskapsplattform för smarta elnät Eskilstuna Communications systems No legal demands on communication systems/interfaces –Two way communication, displays etc Majority of the meters are connected to communication systems that can transfer hourly meter values Majority of systems capable of two way communication

Samordningsrådet med kunskapsplattform för smarta elnät Next step According to a recent parliamentarian decision network companies will be obliged to deliver hourly meter reading if customers demand it, starting October 1, 2012 Activities with the aim to allow customers to react actively to price signals from the markets and to stimulate demand response to reduce peak load –Specify requirements on the functionality of smart meters and the information provided to customers –Investigate the need for changing the structure of the network tariffs –Investigate the benefits of deregulating the meter market
