Tom Brady City of Glendale ZERO WASTE BEYOND RECYCLING Rethink, Reduce, Reuse

City of Glendale BEYOND RECYCLING Three Priority Issues for Moving Glendale Towards Zero Waste 1)Source Separate or Mixed Discards Processing 2) Citywide ban on single-use plastic bags 3) Composting Food Scraps

BEYOND RECYCLING Reasons to Pursue More Commercial Recycling STATE MANDATES: AB32 – Climate Change and Zero Waste AB737 – Mandatory Recycling and 75% diversion by 2020 To Decrease Costs of Garbage Service To Increase Efficiency To Decrease Liability To create more Green Jobs To help businesses with Green Marketing

BEYOND RECYCLING AB32 Background AB32 = Global Warming Solutions Act AB32 = Global Warming Solutions Act Air Resources Board Scoping Plan Air Resources Board Scoping Plan adopted December 2008 adopted December 2008 Included Mandatory Commercial Included Mandatory Commercial Recycling Measure Recycling Measure Goal - Reduce GreenHouse Gas (GHG) Goal - Reduce GreenHouse Gas (GHG) by 5 million metric tons of CO2 by 5 million metric tons of CO2 equivalents equivalents

AB 32 Key Dates Spring 2011: ARB adopts regulations January 2012: Mandatory Commercial Recycling takes effect July 2012: Mandatory Commercial Recycling must start

BEYOND RECYCLING Source Separate or Mixed Discards Processing To Comply with State Mandates: Most effective option for Glendale is to prohibit haulers from sending commercial waste directly to landfill Either Source Separate or send to certified mixed waste processing facilities City will maintain free collection of recyclables from businesses and multi- family dwellings to help comply

Leaders in Fees and Bans IKEA  5 cent charge on bags  Large display showing how much oil was saved  Large display showing how YOU have saved the environment  Clerk does not touch bags – customer has to intentionally purchase Whole Foods  Worked with plastic industry for recycling bags – unsuccessful  Understood the environmental impact  Completely banned plastic bags  Paper bags made from 100% recycled paper (close the loop)  Priority is reusables Ireland  Motivation for fee was because of concerns about tourism and pollution emerald hills  15 cent charge on bags  HUGE outreach and educational campaign to stores and consumers  Law designed with sufficient funding structure  Continual evaluation of the program – raise the price again

BEYOND RECYCLING Implement a citywide ban on stores distributing free single-use plastic shopping bags. Statewide Plastic Bag Ban (AB1998 vetoed): Fully supported by Grocery Store Industry Banned disposable single-use plastic bags in grocery stores, pharmacies, and convenience food stores Paper bags made from 40% post-consumer and 5 cent fee Reusable bag incentives and free to lower income Current Municipalities pursuing ban: Santa MonicaCounty of Los Angeles City of Los AngelesManhattan Beach over 30 other municipalities

BEYOND RECYCLING FOOD SCRAP COMPOSTING: A VALUABLE RESOURCE FOR OUR COMMUNITY Fifty percent of Glendale waste is compostable (22% non-paper organics and 28% paper). State is moving toward requiring 75% waste diversion and food scrap composting is probably necessary to meet that goal. With waste disposal decreasing at Scholl Canyon Landfill due to mandatory commercial recycling, the Landfill is a promising site for a composting facility.
