2 EUROPEAN CONTEXT Romania, as a Member State of the European Union, considering the Recommendation of the European Commission in 2008 on …….. :  develops a national qualifications framework (NQF);  clarifies the correlation of qualification levels in Romania with the reference level in the European Qualifications Framework (EQF) in the Europass documents;  uses an approach based on learning outcomes when defining and describing qualifications;  promotes and applies the quality assurance principles in vocational education and training;  promotes the validity of nonformal and informal learning;  designates a national center for the correlation of qualifications with the corresponding reference levels NQF and EQF.
