1 NQT Induction Statutory Induction Arrangements September 2012

2 Aims for induction arrangements Consistency in structure and support Flexibility within different patterns of employment High quality of experience for NQTs (including the opportunity to participate in the Master in Educational Practice) Fair and equitable process Rigorous assessment

3 Arrangements from September(1) Induction period consists of 380 sessions - equivalent to one school year All periods of teaching of half a day or more will count towards induction for all NQTs This cannot not be applied retrospectively - only whole terms or consecutive half terms can be ‘brought forward’ from prior to 1 Sept for those who have already started induction No limit on when induction period must be completed ‘5 year rule’ removed for supply teachers

4 Arrangements from September(2) Supervision and assessment* against the practising teacher standards (PTS) In practice, support and training delivered by: −School-based and external mentors −Through other events and activities provided by LA/consortia Appropriate body (AB) will use evidence from school and external mentor to make assessment External mentor (EM) will co-ordinate evidence *NQTs who commenced induction prior to 1 September 2012 will continue to follow the same arrangements for supervision, support and assessment as when the induction period commenced.

5 Arrangements from September(3) Induction in further education institutions and independent schools Induction may take place in further education institutions and independent schools provided they meet the criteria set out in the Regulations. The LA may charge for the services they provide in their role as AB (including the cost of providing an EM).

6 Roles and responsibilities (1) NQT: Participate in training and development activities Identify and maintain a record of evidence of meeting the PTS Ensure GTCW is kept fully informed of status and is notified of each period of employment

7 Roles and responsibilities (2) Headteacher: Provide GTCW with required notifications Assign a school-based mentor to provide day-to-day support Ensure the NQT receives 10% reduced timetable in addition to the 10% reduction for PPA Liaise with the external mentor (EM) Work in collaboration with the EM to provide evidence that will contribute to the final assessment

8 Roles and responsibilities (3) School-based mentor (SM): Provide day-to-day coaching and mentoring support to the NQT throughout the induction period Set NQT’s professional development priorities for the year based on Career Entry Profile and PTS Observe the NQT teaching Support the NQT in identifying evidence of meeting the PTS Provide evidence to the EM of NQT’s progress Liaise with AB as required

9 Roles and responsibilities (4) External mentor (EM): Monitor NQT’s progress in meeting priorities Meet the NQT at least twice in the year Quality assure induction arrangements by working with other EMs, SM and headteacher Observe the NQT teaching Provide additional mentoring support to the NQT Gather assessment evidence from the HT and School- based Mentor Assess all induction profiles against PTS Provide evidence to the AB Support NQTs undertaking the MEP

10 Roles and responsibilities (5) Appropriate body (AB): Overall responsibility to ensure that induction meets the statutory requirements Work with EM and SM to quality assure school induction arrangements Intervene where necessary Provide LA/Consortia support to all NQTs Assign External Mentor to NQT in partnership with Welsh Government Use assessment evidence to make final decision on induction outcome and inform GTCW

11 Induction period (1) Based on full-time, three term model Term 1: Induction and MEP notification forms to GTCW HT assigns School-based Mentor (SM) SM sets priorities with NQT based on CEP & PTS SM/HT observes NQT teaching NQT gathers evidence of meeting PTS SM reviews evidence with NQT – interim review shared with Appropriate Body (AB) LA/Consortia event(s) and support AB/WG assign EM at end of 1 st term

12 Induction period (2) Based on full-time, three term model Term 2: SM continues to provide mentoring support and observes teaching EM meets with HT, SM and reviews induction arrangements EM observes NQT teaching and reviews progress in meeting PTS EM provides mentoring support for MEP NQT gathers further evidence against PTS SM reviews evidence with NQT – interim review shared with AB

13 Induction period (3) Based on full-time, three term model Term 3: SM and EM observe NQT teaching SM and EM provide further mentoring and review NQT’s evidence against PTS EM meets with HT and SM for last time to gather assessment evidence EMs conduct regional moderation EM provides evidence to AB AB makes final decision on induction outcome

14 Part-time teachers Exactly the same requirements and entitlements as full-time teachers except that the timescale for completing induction (380 sessions) will be longer than for a full time teacher. Part time teachers should also therefore: –Participate in training and development activities –Identify and maintain a record of evidence of meeting the PTS –Ensure GTCW are kept fully informed of status and are notified of each period of employment

15 Short-term supply teachers Must notify GTCW when starting induction including expected LA area of work – GTCW will inform AB Maintain record of sessions completed in Induction Profile – only those from 1 September 2012 can be counted Periodically inform GTCW of sessions completed – at least half termly Where practicable AB will provide support Day-to-day support of NQT provided by HT/SM EM assigned after 190 sessions by AB where majority of sessions undertaken ‘5 year rule’ lifted

16 Assessment Evidence Evidence of meeting each PTS – examples drawn from practice NQT collects evidence progressively, throughout year Evidence recorded in Induction Profile – may signpost to evidence elsewhere Induction Profile builds on CEP, leads into PRD Record Reviewed and supported by SM/EM

17 Funding Appropriate Body: £350 per NQT to oversee induction arrangements and assessment process Schools: £2100 per NQT to assist with cost of reduced timetable to support participation in professional development activities. (GTCW will manage this on behalf of WG so vital that schools notify GTCW when NQTs are appointed) Welsh Government will also fund cost of EMs and MEP course fees/learning resources
