Footer Text The CE process 5 Where we were Where we are Using the right tools Writing NEPA documents up to 100 pages for simple bridge replacement projects. Documents required multiple cycles of circulation for review, comment, and approval. District staff initiates, scopes, develops and clears with as needed assistance from SMEs. Elimination of circulation review, comments and approval is between Districts, Central Office & FHWA. TxECOS used for documentation and decision making throughout the process. 24/7 access to FHWA staff to view an official record of a project.
