Universitas Terbuka (UT) UT is an open and distance learning higher education institution: 4 faculties, 29 study programs of graduate and postgraduate, 1200 courses, students (reside in Indonesia and Overseas) UT applies distance learning system (the process of learning is not conducted in face-to-face mode, but through media; radio, television, teleconference, online) Main learning material: text books Supported by multimedia learning material; Audio/Video DVD, Interactive Video, Web-supplement

New room had to be made. The assistant of tutor could’t join the class because the connection was fail. The connection suddenly dropped off. 8 Oct – Indonesia (West Java) South Korea Indonesia (West Java) 8Tutor and the assistant of tutor both could’t get connection to the class, even the students were ready. The class was rescheduled to Oct 31, Indonesia time/20.30 Korea time

Conclusions The utilization of webinar as an OpenCourseWare for UT’s students is beneficial Webinar tutorial is efficient to be implemented for students who reside out of Indonesia (Low Cost) Intensive interaction through chat, video, and audio Webinar tutorial is effective (all of the students pass the final exam) Unfortunately, the infrastructure is not optimal yet which often leads to technical constraints

Suggestions Further research from the perspective of the students should be conducted, especially in determining the courses that be best supported by webinar tutorial The infrastructure elements; such as the bandwidth of the internet connection in Indonesia is also important to be improved
