Aims of This Session 1. To clearly understand the objectives and expected outcomes of this training course; and 2. To identify participants ’ needs and expectations in this training course, and to make fine-tunings to the course contents/timetable as necessary.

1. Background

“ The primary goal of the ILO today is to promote opportunities for women and men, including the young, to obtain decent and productive work, in conditions of freedom, equity, security and human dignity. ” Juan Somavia Director General ILO ILO ’ s Strategic Objectives

Questions to be Answered “ Do young workers in your country or in Asia and the Pacific Region enjoy: Decent and productive work? In conditions of freedom, equity, security and human dignity? ” In case your answer is “NO”, then you must identify: What not? Who and where not? Why not? How not? How best you can solve the problems?

What exactly are your youth employment problems?  Unemployment?  Underemployment?  Informal nature of employment?  Wages and conditions?  Safety and Health?  NEET?  Only women?  Only special vulnerable groups?

Role of Trade Unions and Youth Committee What can you do? What should you do?  Development of employment policy of trade unions, of which youth employment policy is an integral part;  Development and strengthening of the institution within the unions that is responsible for trade union actions and campaigns on youth employment.  Development of global/regional/ national networks of youth leaders for exchanging information and experience

2. Objectives and Outcomes

Development Objectives This course is aimed at contributing to: Promoting youth employment as one of the major trade union issues in Asia and the Pacific Region; Promoting youth employment as one of the major trade union issues in Asia and the Pacific Region; Developing trade union policies and strategies on youth employment (as part of employment policies); Developing trade union policies and strategies on youth employment (as part of employment policies); Strengthening the capacity of the members of ICFTU-APRO Youth Committee; and Strengthening the capacity of the members of ICFTU-APRO Youth Committee; and Developing a regional communication network on youth employment. Target Outcomes of this Course 1) Conclusions of the ILC that reflect the interests and needs of the unions in Asia/Pacific; 2) Action Plans (work plans) for: 1) Your own youth committee 2) The ICFTU-APRO Y.C. 3) The ICFTU Y.C. (as necessary) to implement the ILC Conclusions; to implement the ILC Conclusions; 3) Regional networks on youth employment via SoliComm

When you go home, you should: 1) Have concrete (or at least better) ideas on what sort of policy/ strategy options available and more workable for your own: a) Union b) Government c) Employers 2) Know what actions your youth committee and APRO Youth Committee starts to take.

1 st Part in Turin (1) Day 1:  Globalization and Youth Employment (Cairola) Discussions on “ Why youth employment situations today are much worse off than 20 years ago? ”  Youth Employment Situations in Asia/Pacific (Spant) Analyses of the current youth employment situations in the region Day 2: (Spant)  Identification of the Specific Problems Tell us what exactly the youth employment problems are in your country.  Good Practices Let ’ s see what are the labour market policies that have produced good results (or bad results).  Choosing the right policies and strategies for your country Which policies and strategies will work for you?

1 st Part in Turin (2) Day 3: (Spant)  Analyses of the ILO Report on Youth Employment What are the major points for discussions? What will be the positions of the workers, employers and governments?  Discussions on the Position of APRO on the Main Issues (Group Work) What do you want to say in the committee discussion? Day 4: (Ishibashi)  Report of the Group Work and Summary Discussions Let ’ s decide on the position of the APRO Youth Committee  ILO and its Bureau for Workers ’ Activities Do you really know us?  Basics about the International Labour Standards and the Procedures of the Conference Discussion
