3 Approach u Socio-economic, environmental and technological including the development, integration, and demonstration of technologies, tools and methodologies to improve forecasting, monitoring, assessment and benchmarking of emerging best practice u Emphasis on increasing citizen and stakeholder participation in urban decision making and helping ensure the availability of reliable, efficient and affordable services for all urban citizens, including those with special needs

11 Financial principles u EC contribution: a maximum figure u cost reimbursement: payments made upon receipt of statements of expenses u charge the actual costs u shared cost u contracts for staff: mention project and duration u keep time sheets (even for AC) u eventual audit
