5 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 5 Future calls n The last call of SSP in FP6 (SSP5) published 22 December 2005 n The first call of FP7 (2007-2013) is planned for the end of 2006 n Presently only preliminary consultations on potential tasks, and nothing is known about the budget

6 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 6 Common Features of all Project Types n Single contract between Commission and –All participants –One participant designated by consortium as coordinator –A common legal structure (e.g. association) encompassing all participants n All participants contractually linked to Commission equally n Joint and several technical responsibility n Joint and several financial liability of participants (except public entities) Contractual aspects

7 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 7 Signature- Entry into force of the contract -Start date of the project  New Contract enters into force upon signature of coordinator and Commission  Coordinator must ensure other contractors sign within time-limit; Collect form A  Project begins in the date established in the contract (this can be before the contract enters into force but usually later)

9 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 9 Coordinator Responsibilities (1) n Scientific, Administrative and financial management of the project –Signs the contract with the Commission –Maintains contact with the Commission –Submits all documents n Contract preparation forms, reports, cost statements, requests for amendments, n Policy Implementation Plan (PIP), –Informs the Commission n of the commencement of the work n of transfers of the contribution to the partners Article 2(1) of Annex II

10 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 10 Coordinator Responsibilities (2) –Reports the use of financial resources n Annual or Periodic Management Reports n Cost Statements / Audit Certificates –Receives all payments and transfers the appropriate amounts to each contractor –Notifies the contracting parties of any circumstances affecting the project Article 2(1) of Annex

11 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 11 Reports and deliverables n For each reporting period the consortium will submit the following reports to the Commission: - a periodic activity report - a periodic management report - a report on the financial distribution between contractors - supplementary reports required by Annex to the contract - an audit certificate when required Additional: Questionnaires to be filled in on-line at mid-term reporting

12 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 12 Reports and Deliverables At the end of the project: - a final activity report - a final management report -supplementary reports required by Annex to the contract -a report on the distribution between contractors made after the end of the project of the Community financial contribution - 60 days after receipt of the final tranche

13 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 13 Scientific Reports n Payment will not be effected before the scientific reports (mid-term and final) are approved n The reports are evaluated by the Scientific Officer, if needed aided by consultation with external experts n Approval (or not) should be given within 45 days of the reception of the report, although this is not a strict deadline

14 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 14 Deliverables n Deliverables are defined in the Technical Annex (Annex I) n Deliverables are the main tool for the Commission to evaluate the progress of the project

15 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 15 The Technical Annex n The Technical Annex is part of the contract n To change the TA requires an amendment to the contract n Deviations from the TA, e.g. delays or tasks not achieved, should be reported and explained

16 European Commission DG for Fisheries and maritime affairs Research & scientific analysis 16 UNCOVER n The largest SSP project in the fisheries field in FP6 n Very ambitious, and therefore n Very challenging n Commission expectations: n Follow the workplan and do your best!
