International Range Technology Workshop A Concept Worth Exploring Presented By Tim Chalfant US Air Force Flight Test Center Edwards AFB, CA 2007 European Test and Telemetry Conference, Toulouse, France Approved for public release Distribution: unlimited AFFTC case # 07180

Shortfall Ranges challenged to meet expanding customer requirements on a shrinking budget Ranges becoming more reliant on each other Int’l Ranges “scientifically disconnected” –Results in inefficiencies like: Duplication of developments Redundant capabilities Interoperability challenges Lack of Trade “technical exchange” No International Forum exists to address –Pseudo “International” societies limited

Recommendation Establish an annual International Test Range Workshop as a forum for the advancement of test range sciences (telemetry, instrumentation, safety, scoring, operations, etc) to promote the free exchange of ideas to met increasing international test range customer requirements Create a Int’l Board of Range Directors to promote/oversee Co-Host this forum with established conferences Rotated internationally “

“Chandipur Manifesto” NACORT 2006 (Chandipur, India) –Inaugural Indian Range Conference –Very Successful –Keynotes from AFFTC (US), Woomera (AUS), ITR (India) identified shortfalls –Those Range Directors informally agreed to promote a “Int’l Test Range Workshop” as an international data exchange forum –Create a “int’l board of range directors” to oversee –Gather other sponsors (RCC/IRIG, ITEA, SFTE, AIAA, ETTC, IFT…) to promote/participate –Rotate regionally Target ETC 2008 (Germany) as first event

Why Sponsor? Test Ranges “unique” in World –US RCC Standards widely utilized –No path for Internationals inputs to Standards Would help expand Ranges Technically –More exposure to international range R&D –Larger Tech base for Std reviews Expanded international “interoperability” –Access to capabilities not available nationally –Easier for adminstrations to work internationally

IBORD INTERNATIONAL BOARD OF RANGE DIRECTORS Membership- 1 per country –Rep appointed by each Country –Chairman rotate among members Meet annually (during ITRW) –Organizes/manages ITRW –Address range cooperation issues –…Publishes Guidelines for International Range Interoperability…

ITRW INTERNATIONAL TEST RANGE WORKSHOP Data exchange on range technologies Rotates between existing conferences –ITC (US) –ETC/ETTC (Germany/France) –SETE (Australia) –NACORT (India) Workshop with existing conferences Technical session on range technologies Special “Improving Standards” session

Proposed Host Sites ITC ETC ETTC NACORT SETE

ITRW Workshop Host Responsibilities Establish and advertise a “Range Technologies” track/session in your conference IBORD will solicit, select, and provide the session chair Include session papers in your proceedings You collect fees to cover your costs You pay IBORD nothing!

Others to be contacted for Sponsorship Conference organizers –ETC (German Society for Telemetering) –SETE (Systems Engineering Society of Australia) –NACORT (Indian MOD/ Defence Research Organization) –ETTC (SEE, France) –ITC (Int’l Foundation for Telemetering) Technical “range-related” societies –International Test and Evaluation Assoc. –Society of Flight Test Engineers –Royal Aeronautical Society –Flight Test Society of South Africa Others –US DoD –QinetiQ –??

ITRW Society Sponsor Responsibility No Cost! Distribute ITRW Information –Call for Papers –Announcements Encourage participation Allow ITRW to advertise your sponsorship –use of Logo/organizational information

Further Action Need Conference and ranges to participate Is your Range/Test Site interested? Contacts: –India- Dr B K Das ( –Australia – Dr. Gerrie –US – Mr. Chalfant
