Dr. LONH Heal, GEF Operational Focal Point for Cambodia Director General of the MOE Since 1996 Ministry of Environment has established the Coordinating Committee and Unit Roles: Strengthening of the Ministry’s Profile Demonstration that Donor agencies and NGOs can work together To promote the coherence effectiveness and awareness of MOE priorities, programs and activities sponsored and/or supported by external organizations

Objectives To ensure that information on MOE priorities, programming (including IO activities) and operations is well communicated within MOE and among MOE’s partners. To help avoid overlaps in, and help realize opportunities for cooperating on, external supported programming. To identify and encourage resolution of programming and operational problems related to the activities of IOs in the MOE.

Proposal Review There needs to be some process for reviewing projects. Proposals could be submitted to the CU which coordinate review within the Ministry. The Ministry might choose to consult with members of this committee

Direct Support Funding Under the Country Support Program, $8,000/year has been used for: Increase awareness among stakeholders Set up network, workshops/meetings News letters/brochures Joining activities for SGP

Prepare GEF National Information Packages Workshop on GEF policies and procedures Participations in inter-agencies/ministry committee meetings Organized meetings to foster country level coordination Create a GEF Website

Lessons learned and challenges Get improve communication/networks Sharing information RAF is new concept for climate change and biodiversity, but not so clear for other issues such as POPs, Ozone, land degradation Group budget

Monitoring and Evaluation Though internal capacity to monitor and evaluate MOE and IO work is important, it may not be an appropriate function for the CU.

Next Step Revise the CU function Set up technical support Launch new activities Need GEF Country Strategy Conducting workshops/meetings and setting priorities
