4 18 March 2010AGNA meeting …The Agency part of a bigger system  Creation of the European Aviation Safety Advisory Committee (EASAC) end of 2009:  Report to EASA Management Board,  Meetings every 2 months.  Tasked to advise on European Aviation safety:  Strategy: Policies and objectives from political authorities,  Programme: Integrated set of regulations and activities aimed at improving safety.  Plan: High level safety issues assessment and related action plan, EASAC

5 18 March 2010AGNA meeting EASAC Tasks  Objective  Contribute to the development of the European Aviation Safety Strategy.  Tasks  Review the outcome of the European Aviation Safety Programme working group, after consultation with the Accident Investigation Boards.  Facilitate the development and regular review of the European Aviation Safety Plan,  Identify the need for action,  Establish a mechanism to monitor the action implementation status,  Propose safety indicators and metrics. EASAC

7 18 March 2010AGNA meeting Aviation safety strategy for Europe  An Aviation safety strategy for Europe is being drafted by the Commission.  Provisional structure of the document:  Where are we now?  Where do we want to go?  Need for a single statement of where we wish to be by  How to get there?  Actions at European level – an integrated safety plan,  Actions at International level - an effective global system of safety assurance. EASAC

8 18 March 2010AGNA meeting Aviation safety strategy for Europe  EASAC commented as follows:  Agreed the outline of the Strategy.  underlined that high level discussions on Just culture and the framework of data sharing ought to be mentioned as well as the vision in terms of resources.

9 18 March 2010AGNA meeting European Aviation Safety Programme  Objective to deliver by end of March 2010 a manual describing the European Aviation Safety Programme and its implementation.  Under the leadership of EASA Rulemaking  This manual will in particular:  Be based on the three pillars of safety management  Using a process based approach, describe the mechanisms and interactions leading to the elaboration of a multi-annual European Aviation Safety Plan based on duly identified safety priorities and related mitigating measures  Propose a risk assessment methodology allowing to identify these safety priorities and to monitor the effectiveness of the related mitigating measures EASAC

11 18 March 2010AGNA meeting  Opinion gathering topics suggested within EASAC:  Sharing of raw data, need for a strong political system to avoid issues on disclosure of confidential data (just culture);  Analysis of data;  Harmonized approach on Performance Indicators (taxonomy);  Better sharing of information between Industry, NAAs and the Agency to avoid gaps and redundancy;  Current safety issues mostly rest with Human Factors, hence the importance of pilot training;  Climate change to be addressed in the Plan to adapt requirements to aircraft and operations;  Categorisation of risks separating historical risks from potential risks. 14 18 March 2010AGNA meeting Safety performance indicators  Propose a risk assessment methodology allowing to identify safety priorities and to monitor the effectiveness of the related mitigating measures.  Multi-layer approach for Safety performance indicators: 1st tier: for general information purpose, as the ones in the Annual Safety Review, 2nd tier: to highlight key safety issues to be tackled Under further development by ESPICT (European Safety Performance Indicators Consultative Team) 3rd tier: to measure the effectiveness of safety management (Plan implementation). EASAC
