Develop a framework to facilitate the transparent, fair and consistent use of safety information:
Sharing of safety critical information as a key to multilateral recognition of certificates and licenses
Strengthen the rules on the issuance of 3-letter designators and call signs under authority of the Secretary General

8. HLSC 2010-WP/6 Summary
Effective safety management requires measurement and monitoring of key safety performance metrics to proactively identify hazards, assess safety risks and develop mitigation strategies.
The international aviation community will realise significant benefits through information sharing initiatives that create the resources necessary to perform integrated safety analysis
This paper recommends a course of action to facilitate implementation of a truly global safety information sharing system

9. Introduction
Safety risk management and safety assurance are core components of SSP and SMS, and evolving CMA
Accurate and comprehensible safety analysis requires the integration of multiple data sources
Advances in data management and data mining made complex analysis processes possible

Common safety metrics, pooled data resources and coordinated analysis methods as the keys to identifying global safety trends and enable benchmarking
Sharing of safety information as an evolutionary process to supplement basic SRM and SA based SMS and SSP
Sharing safety information enhances safety by facilitating to the development of SSP, SMS and CMA processes
An appropriate degree of transparency is necessary for proactive resolution of safety concerns
