WHAT IS THE ETF?  Agency of the European Union  Vision To make vocational education and training in the partner countries a driver for lifelong learning and sustainable development, with a special focus on competitiveness and social cohesion.  Mission To help transition and developing countries to harness the potential of their human capital through the reform of education, training and labour market systems in the context of the EU’s external relations policy.

Social Partnership and dialogue in VET in the ENP South region: A work in (slow) progress

STUDY aims at:  Informing about the reality of social partnership and dialogue in the field of Human Resource Development (with focus on TVET) in the ENP South region  Analysing the different ways of organisation of social partnership and dialogue in the region  Providing recommendations for policy makers, donors and other interested EU Social partners

Partners in VET: a win-win-win issue Public system: modernisation and quick adaptation to LM needs, improvement of industrial relations, contribution to social cohesion. Enterprises: more competitive and qualified workforce, cost effectiveness, technology up-grading, R§D, adaptability to change Trade Unions (individuals): continuous up-dating of competences and qualification, facilitating mobility and employability, anticipating and coping with changes, training and development of those at risk

Study main findings (1) Towards demand-driven VET systems in the region Social dialogue/partnership: concepts not commonly defined Social dialogue/partnership : a reality with limited focus on VET

Study main findings (2) A wide variation of cooperation Reluctance from governments to share responsibility in decision-making A lack of capacity and resources of Social Partners

Main recommendations (1) Develop institutional settings and legislative basis for the involvement of all social partners in VET decision making Include VET as part of the formal bargaining process between Government and social partners.

Main recommendations (2) Reinforce consultation process amongst Social Partners (bi-partism) Encourage Social Partners to set-up common platforms to reinforce a structured social dialogue for VET strategies (with support of ESCs when appropriate) Support capacity development of social partners for decision-making and technical interventions in VET

Main recommendations (3) Focus efforts on building capacities of Trade Unions Direct donors technical assistance to programmes supporting social partnership EU Social Partners to engage in capacity building of SEMED social partners in VET
