 Obtain Best Available Data  Develop Partnerships for Production that Enhance Capability (local, state, fed)  Balance risks to maximize population and land area coverage  Reduce processing time and costs for map updating Region 3 Map Mod - Objectives

Preparing for FY09 & Beyond – 4 Primary Concepts  Finish DFIRM Coverage for all Communities  Address engineering needs – primary focus on levees and coastal  Maintain the modernized products from Map Mod & Process LOMCs  Integrate Flood Risk Data with Mitigation Planning and Flood Risk Communication

Role of WV Communities & Counties in Due Process Pre-scoping- Completed by Study Contractors and FEMA to prioritize projects based on population and risk. Case Initiation- Communities/Counties may offer base map information in response to letter requesting data. Scoping- Communities/Counties may provide input to influence project direction. Preliminary Release- Communities/Counties receive and review FIS and DFIRM. May conduct outreach to residents, especially those impacted by revision. Final Meeting- Communities/Counties provide location for meeting and comment on Preliminary FIS and DFIRM. BFE- Notices of BFE change and appeal period are directed to communities and copied to counties so that they may assist communities with necessary follow-up. Case Initiation Scoping Prelim Prep Final Meeting BFE Appeal Effective LFD Reval Pre- scoping Appeal- Communities with appeal period collect comments and appeals from stakeholders and forward to FEMA with their opinion on how requests should be addressed. Counties could support communities in this effort. LFD- Receive notice that FIS and DFIRM are finalized and that communities must adopt revised ordinance to maintain NFIP participation. Counties could assist communities with ordinance adoption. Revalidation Letter- Counties receive copies of the letter to communities letting them know which Letters of Map Changes are revalidated with this update. Effective- Counties receive a copy of the new FIS and DFIRM. Counties could assist communities with ordinance adoption and using the new information in GIS. National Flood Hazard Layer (NFHL) NFHL Available Products  New version of “Mapviewer-Web” Uses the new NFHL database New reporting and printing capabilities  Web Map Service (WMS) New “NFHL” service with improved map symbology Refresh the “flood” service to use the new NFHL database  New or refreshed Google Earth “kmz” files that use the new “NFHL” WMS

Web Map Services and Google Earth  Deployed new “NFHL” WMS with new (red) symbology scheme.  Deployed new “Stay Dry” (easy) kmz file for use with Google Earth  Refreshed the “FEMA NFHL” kmz file to use the “NFHL” WMS. “NFHL” WMS image displayed in Google Earth (Lewes, DE)

NFHL: What’s Next?  Near-term Continued inspection of the new NFHL database. Completion of user documentation. Generation of NFHL GIS data sets for release through the MSC.  Longer-term: Possibly by June, v iewing of point locations for LOMAs through Mapviewer-Web, including hyperlinks to determination documents served by the MSC (when available).
