Proven People... Proven Technology... Proven Results Digital Flood Insurance Rate Map Panel Management Module Katherine Hermann, CFM, Dewberry Ken Logsdon, Jr., Dewberry

Proven People... Proven Technology... Proven Results DFIRM Updates Beyond MapMod Many DFIRMs and flood data were digitized in MapMod If restudies are needed in Risk MAP, updated DFIRMs need to have suffixes updated/advanced Additionally, new flood hazard data should be clipped into the countywide database

Proven People... Proven Technology... Proven Results Traditional DFIRM Suffix Updates and Issuances Suffixes are updated manually by reviewing current effective and historical DFIRMs Routing forms used for issuances are created manually in a spreadsheet Human analysis needed to determine which communities are affected by stream restudies Possibility of human error is higher when evaluating revisions with larger numbers of panels

Proven People... Proven Technology... Proven Results NC Floodplain Mapping Program North Carolina / FEMA CTP agreement in 2000 Dewberry performs NCFMP QA/QC and Program Management –Receive project data from 4 study contractors –Quality Review all Engineering Models and DFIRMs, over 9,700 panels in North Carolina –Finalize all DFIRMs and DFIRM databases First statewide mapping effort is complete Map maintenance program will issue maps via PMRs in a statewide paneling scheme

Proven People... Proven Technology... Proven Results Issue: How to improve efficiency? First, a few considerations: –NC map maintenance analyses stream restudies by a watershed-basis but must issue DFIRMs frequently along county boundaries –NC map maintenance stream restudies are NOT clipped to county/community boundaries, all flood hazards must be shown across corporate limits –Some panels can be issued preliminary and effective multiple times for different counties

Proven People... Proven Technology... Proven Results Issue: How to improve efficiency? Investigated using countywide DFIRM databases –Looked at preliminary DFIRM databases –Use SDE to allow for versioning and date- stamping of submitted data –Find a way to automate the processing forms

Proven People... Proven Technology... Proven Results Answer: Panel Management Module Develop a panel management module that will: –Visually review impacts of adjacent county mapping initiatives –Auto-assign panel suffixes –Track DFIRM issuances and the data revised

Proven People... Proven Technology... Proven Results Summary Used to archive and track revised DFIRMs and flood hazard data Creates automated routing forms Spatially updates panel suffixes with increased quality Allows users to see new flood hazards in a regional or statewide view Categorizes and tracks preliminary and effective new flood hazard data
